# 123FormBuilder vs Tally: Which Is Better in 2026?

Choose 123FormBuilder if a certificate decides the purchase: it is certified HIPAA compliant on Enterprise, ISO 27001 certified, and has a native Salesforce integration. Choose Tally for everything else, because unlimited forms and submissions are free, Tally AI costs nothing, and Pro is $24/month with unlimited seats.

These two sit at opposite ends of the same market. 123FormBuilder has been shipping since 2008 out of Timisoara, was acquired by the secure file transfer company Kiteworks, and sells to healthcare, manufacturing and Salesforce-heavy enterprises with Airbus, LG and the University of Oxford on its customer list. Tally launched in 2020, is run by roughly ten bootstrapped people in Ghent, and won its audience by refusing to charge for the things everyone else meters. One is a procurement purchase. The other is a tool a designer signs up for on a Tuesday afternoon without asking anyone.

That difference shows up most clearly in how each one bills. 123FormBuilder runs four meters at once: forms, fields per form, submissions and user licences, each capped on every tier and each a reason to upgrade. Tally runs none. Both companies are honest about what they are, which makes this a cleaner comparison than most.

### Quick Verdict

Choose 123FormBuilder if:

 - You collect protected health information and need a signed BAA
 - Procurement wants ISO 27001 and named data residency
 - Salesforce is the system of record behind the form
 - You need a choice of payment gateway beyond Stripe

Choose Tally if:

 - You want form volume and team size to stop being a cost
 - You want AI form building without paying for credits
 - Notion, Airtable or Google Sheets is where responses land
 - You would rather build the form yourself than book a demo

## Strengths of 123FormBuilder

 ![123FormBuilder homepage](/images/form-builders/123formbuilder/screenshot-homepage.png)

*123FormBuilder leads with security, and that is genuinely where its advantage over Tally sits.*

### Compliance Tally cannot answer

123FormBuilder is GDPR, CCPA, ISO 27001 and ISO 9001 certified, with certified HIPAA compliance available on Enterprise; Tally claims GDPR compliance and EU hosting only. If the form is a patient intake sheet, a consent record or anything a hospital's legal team will read, this comparison is already over. Add data residency in the US or the EU, an SLA and a dedicated account manager on Enterprise, and 123FormBuilder is shaped for the buyer who has to justify the choice to someone else. Tally has no answer for a security questionnaire because it never set out to have one.

### Native Salesforce, not a Zapier hop

123FormBuilder maps form fields directly to Salesforce objects, updates existing records and pulls lookup values back into the form. Tally offers no Salesforce integration at all, native or otherwise, so reaching Salesforce means routing through Zapier or Make and accepting whatever fidelity that path allows. For teams whose forms feed a CRM that the sales organisation actually lives in, this alone justifies the tier.

### Payment choice and a real template library

123FormBuilder supports 15 or more payment gateways against Tally's single Stripe connection, which matters in markets where Stripe is not the default: PayU and PayFast cover regions Tally simply cannot bill in. Its library of 3,000-plus templates is organised by industry and maintained by the vendor, where Tally's gallery is community-submitted and varies accordingly. Document generation on Diamond turns a submission into an invoice or a contract, which Tally's submission-to-PDF export does not replicate.

## Strengths of Tally

 ![Tally homepage](/images/form-builders/tally/screenshot-homepage.png)

*Tally gives away on its free plan most of what 123FormBuilder charges $37 to $49 a month for.*

### Nothing is metered

Tally's free plan includes unlimited forms and unlimited submissions under a published fair use policy, against 123FormBuilder's free tier of 5 forms, 100 submissions a month, 10 fields per form and a mandatory backlink. The free plan also carries conditional logic, calculations with a proper formula editor, Stripe payments and subscriptions, e-signature fields, answer piping and integrations. Most of that list sits behind Gold at $37/month on 123FormBuilder, and the payment gateways sit behind Platinum at $49. Pro at $24/month billed annually adds custom domains, branding removal, custom CSS, drop-off analytics and unlimited team members, which is the point where the licence maths turns brutal for 123FormBuilder: a four-person team there buys four licences on top of the tier.

### An editor people enjoy, and AI that costs nothing

Tally's block editor works like Notion: type a question on the page, insert a block with a slash command, and the result looks modern without any styling work. 123FormBuilder is standard drag-and-drop, and its own reviewers say so; Website Planet's review praises the HIPAA and Salesforce story while flagging the pricing and the limited free tier, and Capterra reviewers repeatedly describe appearance customisation as limited. Tally AI, free on every plan since July 2026, builds and edits forms from a description, applies branding and fixes broken logic. 123FormBuilder ships no AI capability of any kind.

### Reviewers are far happier

Tally rates 4.8 on G2 across 97 reviews and 4.9 on Capterra, with value for money at 4.9. 123FormBuilder rates 4.5 on G2 and 4.4 on Capterra, with value for money at 4.1, and its Trustpilot page sits at 1.2 across 326 reviews dominated by billing, cancellation and support complaints. Tally's Trustpilot score of 3.8 comes from only 22 reviews, so it carries less weight, but the direction of travel is unmistakable. Metering four things at once and charging per licence produces exactly the sort of billing dispute those Trustpilot reviews describe.

## Where 123FormBuilder falls short

 - **Four meters and per-licence teams:** Platinum costs $49/month and still caps you at 100 forms, 500 fields, 20,000 submissions and one included user.
 - **Compliance priced at the top:** certified HIPAA starts at $225/month billed yearly, SSO and white-labelling are paid add-ons on top of that, and there is no SOC 2 at any price.
 - **No AI, and a quiet changelog:** no AI form creation, calculations assistant or report insights, with no changelog entry since June 2026.
 - **Payments gated at $49:** the free and Gold plans accept no payments at all, so Tally's free plan beats Gold on this dimension outright.
 - **No Make support:** Zapier only, where Tally covers Zapier, Make, n8n and Pipedream.
 - **Roadmap set elsewhere:** Kiteworks acquired the company, and secure file transfer is the parent's core business, not forms.

## Where Tally falls short

 - **No compliance story beyond GDPR:** no SOC 2, no ISO 27001, no HIPAA, and no SSO or 2FA even on the $89/month Business plan.
 - **Stripe or nothing:** one processor, no PayPal, Square or Braintree, and no coupons, tax calculation, invoicing or refunds.
 - **No workflow or approval routing:** anything past submit-and-notify goes out to Zapier, Make or n8n.
 - **Missing intake fields:** no save and resume for respondents, no appointment booking, no address autocomplete, all of which 123FormBuilder's target industries expect.
 - **Support has no upper tier:** email only from a team of about ten, with nothing to escalate to when a launch goes wrong.
 - **A five-year-old vendor:** profitable and well liked, but young enough that a long procurement cycle will ask about it.

## Pricing Comparison

Tally Pro costs $24/month billed annually for unlimited forms, submissions and seats; 123FormBuilder's equivalent working tier, Platinum, costs $49/month for 100 forms, 20,000 submissions and one user licence. That is roughly double the price for capped versions of things Tally does not cap. The gap only narrows at the top, where 123FormBuilder Enterprise from $225/month buys certified HIPAA, SSO and data residency that Tally does not sell at any price.

## What Users Say
    Tally 4.73 / 5 (201 reviews) G2 4.8 (97) Capterra 4.9 (41) GetApp 4.9 (41) Trustpilot 3.8 (22) 123FormBuilder 3.19 / 5 (848 reviews) G2 4.5 (172) Capterra 4.4 (175) GetApp 4.4 (175) Trustpilot 1.2 (326)
The rating gap tracks the billing model closely. Tally's strongest sub-score is value for money at 4.9 on G2, while 123FormBuilder's weakest is value for money at 4.1 on Capterra alongside a 4.1 support score. In fairness to 123FormBuilder, it carries far more directory reviews (175 on Capterra to Tally's 41) and eighteen years of them, so its average survives a longer history of real deployments.

## The Verdict

Pick by constraint rather than by feature count. If a regulator, a hospital or a procurement questionnaire is involved, 123FormBuilder Enterprise is the only one of these two that can respond, and the price is the price. If Salesforce is the destination, same answer. For everything else, Tally wins on cost, on the editor, on AI and on how much its users like it, and it wins by enough that 123FormBuilder's mid tiers are hard to recommend: paying $49/month for capped forms, capped fields, capped submissions and a single licence is a difficult case to make against $24 for none of those caps.

The awkward part is that neither answers the buyer in the middle: the one who needs a credible security posture and a process that continues after the submit button, without buying an Enterprise contract to get it.

## Consider Paperform

[Paperform](https://paperform.com) is built for that middle. Be clear on the money first: both products here can undercut it. Paperform Pro is $59/month, or $49 billed annually, against Tally Pro at $24 and 123FormBuilder Gold at $37. What the higher number removes is the meter. Submissions and seats are unlimited on every paid plan within fair use, so a campaign that lands well and a team that grows are not billing events, which is precisely the mechanism behind 123FormBuilder's four caps and its per-licence teams.

On compliance, Paperform holds independent SOC 2 Type II certification alongside GDPR and CCPA, with SAML SSO and enforced 2FA on Business at $124/month billed annually. That answers the questionnaire Tally cannot, without the Enterprise contract 123FormBuilder requires. One caveat stated plainly: Paperform is not HIPAA compliant and signs no BAAs, so protected health information belongs with 123FormBuilder Enterprise and nowhere else in this comparison.

The structural difference is what the subscription covers. One Paperform plan includes Paperform for forms, Papersign for eSignatures and Stepper for workflow automation, so the approval chain, the countersigned contract and the CRM update live in the same account as the form that started them, rather than requiring you to be the integration between three vendors. Pro includes 25 signed documents a month and 20,000 automation credits; Business includes 100 signed documents and 100,000 credits, and those credits are a real ceiling worth checking against high-volume automation. Payments run through Stripe, PayPal, Square, Braintree and Google Pay on every plan with products, subscriptions, coupons, tax and refunds behind them, driven by Excel-style calculations that also decide which questions appear, which conditional emails fire and what each integration receives. There are 4000+ integrations, including Zapier and Make, and the company has been bootstrapped and profitable since 2016.

## Frequently Asked Questions

Is 123FormBuilder HIPAA compliant and Tally is not?

Yes, with a price attached. 123FormBuilder holds certified HIPAA compliance, but only on its Enterprise tier, which starts at $225/month billed yearly and goes through a sales conversation. Tally makes no HIPAA claim at all: its security page covers GDPR, EU hosting and encryption, and nothing further. If you handle protected health information, Tally is disqualified and 123FormBuilder Enterprise is the only one of the two that can sign.

Which one can pass a SOC 2 security questionnaire?

Neither. 123FormBuilder carries ISO 27001 and ISO 9001 certification but no SOC 2 Type II at any tier, and it sells SAML SSO as a paid add-on on top of Enterprise. Tally has no SOC 2, no ISO 27001, no SSO and no two-factor authentication on any plan, including the $89/month Business tier that sits at the top of its range. 123FormBuilder at least has certificates to attach; Tally has an EU hosting statement.

How many payment gateways do 123FormBuilder and Tally support?

123FormBuilder supports 15 or more gateways, including Stripe, PayPal, Square, Braintree, Authorize.Net, PayU and PayFast, but none of them appear below the Platinum plan at $49/month. Tally supports Stripe only, free on every plan, including recurring Stripe subscriptions. So Tally charges nothing for one processor and 123FormBuilder charges $49/month for a choice of fifteen. Neither handles coupons, automated tax or refunds.

Does Tally or 123FormBuilder have AI form building?

Tally does, and it is free. Tally AI, released to every user in July 2026, builds a form from a plain-language description in a chat window inside the editor, applies branding, translates, and repairs broken logic rules, with no credits and no upgrade required. It also ships an MCP server plus ChatGPT and Claude connectors. 123FormBuilder has no AI form creation, no AI calculation help and no AI reporting, and its public changelog has not added an entry since June 2026.

Which is cheaper for a small team collecting a few thousand responses a month?

Tally, by a wide margin, and it is not close. Tally charges $24/month billed annually on Pro for unlimited forms, unlimited submissions and unlimited team members. 123FormBuilder's Gold plan is $37/month for 25 forms, 250 fields per form, 5,000 submissions and a single user licence, with extra colleagues bought as additional licences. A four-person team on 123FormBuilder pays for four licences; the same team on Tally Pro pays $24 in total.

Which integrates better with Salesforce and with Make?

They split the answer. 123FormBuilder has a native Salesforce integration that maps fields to objects and updates records, which is its strongest single feature and something Tally does not attempt; its wider 4,000-app claim is Zapier's catalogue, and Make is not supported. Tally has around 17 native integrations, led by Notion, Airtable and Google Sheets, and connects through Zapier, Make, n8n, Pipedream and signed webhooks, so its automation reach is broader even though its native list is shorter.
