# Fillout vs Google Forms: Which Is Better in 2026?

Google Forms is free with unlimited responses, unbeatable for surveys and quizzes inside Google Workspace. Fillout does far more, with 50+ question types, Stripe payments, scheduling and 50+ native integrations, but meters responses from 2,000 a month on Starter. Pick Google Forms for volume and simplicity, Fillout for anything transactional.

These two products disagree about what a form is for. Google Forms treats it as a question list that ends in a spreadsheet, and it has been very good at that since 2008: free, familiar, collaborative in real time, and with no cap on how many answers arrive. Fillout, launched in 2022, treats the form as the front end of a small business process, so it bundles scheduling, PDF generation, payments, signature fields and workflow into the same builder. The price of that breadth is a counter. Google never counts your responses; Fillout counts every one of them on every paid plan below $75 a month.

That makes this an unusual matchup. Most comparisons in the category argue over editor quality. Here the cheaper product is also the one with no volume ceiling, and the more capable product is the one whose invoice moves when a campaign lands. Deciding between them is mostly a matter of whether your forms need to do something after the answer arrives.

### Quick Verdict

Choose Google Forms if:

 - You are running surveys, quizzes, RSVPs or internal requests
 - Response volume is high or unpredictable and you want no ceiling
 - Your organisation already lives in Workspace, Sheets and Classroom
 - HIPAA, FedRAMP or ISO 27001 has to be answered by the vendor
 - Several people need to edit the same form at the same time

Choose Fillout if:

 - The form has to take a payment, book a time or capture a signature
 - Answers need to reach Airtable, Notion, HubSpot or Salesforce natively
 - You need logic at the question level rather than section jumps
 - The form is customer-facing and cannot carry Google branding
 - Respondents should be able to leave a long form and come back to it

## Five Dimensions, Answered Directly

 - **Pricing:** Google Forms is free with unlimited responses; Google Workspace adds storage and admin controls from $7 per user per month billed annually. Fillout is free to 1,000 responses a month, then $15 (Starter, 2,000), $40 (Pro, 5,000) and $75 (Business, unlimited) per month billed annually, with a $250 Team bundle above that.
 - **Integrations and API:** Fillout ships 50+ native integrations plus Zapier, Make, webhooks and a REST API on the free plan. Google Forms has around 20 native connections, nearly all inside Google, no webhooks, and a REST API for forms and responses.
 - **Conditional logic:** Fillout branches at the question level and includes calculations and scoring free. Google Forms only jumps between sections based on a multiple choice or dropdown answer, and has no calculation field at all.
 - **Payments:** Fillout supports one processor, Stripe, on every plan. Google Forms supports zero processors at every tier.
 - **Compliance:** Google Forms inherits Google Workspace's HIPAA, GDPR, CCPA, SOC 2, ISO 27001 and FedRAMP coverage. Fillout is SOC 2 Type 2 and GDPR compliant, with no HIPAA and no BAA.

## Where Google Forms Wins

 ![Google Forms homepage](/images/form-builders/google-forms/screenshot-homepage.png)

*Google Forms has no pricing page for a reason: the form features are the same whether you pay Google or not.*

### Unlimited responses, permanently, at zero cost

Google Forms accepts unlimited submissions on a free personal account; Fillout's free plan stops at 1,000 a month and its $40 Pro plan at 5,000. For a school collecting 8,000 permission slips, a conference handling registrations or a council running a public consultation, that is the whole argument. Fillout's answer at that volume is Business at $75/month billed annually, or a bulk submission pack it does not price publicly. Google's answer is that the number was never being counted.

### Real-time collaboration and a spreadsheet at the other end

Google Forms is built on the same collaborative engine as Docs and Sheets, so several people can edit one form simultaneously and every response lands in a linked spreadsheet with one click. Fillout has unlimited seats on every plan, which is genuinely good, but editing is not live-collaborative in the Docs sense. If your data work happens in Sheets and Looker Studio, the shortest path between a question and a pivot table runs through Google Forms.

### Compliance paperwork no startup can match

Google Forms carries HIPAA, GDPR, CCPA, SOC 2, ISO 27001, ISO 27701 and FedRAMP through Google Workspace; Fillout holds SOC 2 Type 2 and GDPR and nothing further. For a health provider, a government department or a university procurement team, the certificate list ends the conversation before anybody opens the builder. Google also offers data regions on Business Plus and SAML SSO at the same tier.

### Nobody needs to be taught how to use it

Google Forms rates 4.7/5 for ease of use across 11,572 Capterra reviews and 9.2/10 for usability on TrustRadius, on a review base in the tens of thousands. Fillout has 30 G2 reviews and four on Capterra. Beyond the numbers, most respondents have filled in a Google Form before, and most staff can build one without a training session. Gemini now drafts forms and quizzes from a prompt too, though that sits on Business Standard and above rather than the free tier.

## Where Fillout Wins

 ![Fillout homepage](/images/form-builders/fillout/screenshot-homepage.png)

*Fillout's product tabs (Forms, Scheduling, PDF, Payments, Workflows, Signatures) describe most of what Google Forms does not do.*

### The form can transact

Fillout accepts payments through Stripe on every plan including free; Google Forms accepts payments through nothing at any tier. Fillout handles products, subscriptions, discount codes and pricing rules driven by its calculations, with no added platform fee. It also has a scheduling field wired to Calendly, Cal.com and Google Calendar, and a signature field from Starter. A deposit, a booking and a signed consent are three things a Google Form cannot ask for, and each of them usually becomes a second tool and a reconciliation job.

### Logic that works at the question level

Fillout shows and hides individual questions based on any answer and supports calculations and quiz scoring on its free plan; Google Forms can only skip to a different section based on a multiple choice or dropdown answer and has no calculation field. Eligibility rules, tiered pricing, and an intake that asks a contractor different questions from an employee all sit outside what section jumps can express. Fillout also pipes previous answers into later questions, which Google Forms cannot do at all.

### 50+ native integrations against a walled garden

Fillout connects natively to Airtable, Notion, HubSpot, Salesforce, Pipedrive, Slack, Teams, Monday.com, ClickUp, Klaviyo and Amazon S3, among 50+ others, with Zapier, Make, webhooks and a REST API included free. Google Forms is excellent inside Google and thin outside it: no native CRM connector, no webhooks, and everything else handled by Apps Script or an automation subscription. The Airtable integration is the standout, since it can update existing records rather than only appending new ones.

### Branding, resumable forms and a bigger question palette

Fillout offers 50+ question types, custom themes from $15/month annual, branding removal on Pro and a custom domain on Business; Google Forms offers around 11 question types, four font choices and a permanent docs.google.com URL. Fillout also lets respondents leave a long form and resume it later without signing in, where Google Forms requires a Google account to do the same. For grant applications and client onboarding, that is a measurable difference in completion.

## Where Google Forms Falls Short

 - **No payments of any kind:** no processor, no products, no subscriptions, no invoicing, at any tier including paid Workspace.
 - **Design stops at a header image:** theme colour, background colour and four fonts, with Google branding you cannot remove and no custom domain.
 - **Section-level logic only:** no question-level show/hide, no calculations, no answer piping, no hidden fields beyond URL pre-fill.
 - **No form analytics:** forms are hosted by Google, so no tracking scripts, no drop-off analysis and no partial submissions. Gemini can summarise open-text themes on paid plans, which is not the same thing.
 - **Integration by side project:** anything outside Google means Zapier, Make or an Apps Script someone has to keep alive.
 - **AI is a paid Workspace feature:** "Help me create" and AI quiz generation need Business Standard or higher, not the free tier most Google Forms users are on.

## Where Fillout Falls Short

 - **The response meter:** 1,000 a month free, 2,000 on Starter, 5,000 on Pro, and an 87% price jump from Pro to Business to remove the cap.
 - **One payment processor:** Stripe only, with no tax calculation, invoicing or refund handling built around it.
 - **Analytics behind the same door as volume:** conversion tracking, drop-off data and partial submissions all require Business at $75/month annual.
 - **Lead-gen sold separately:** abandonment recovery, lead enrichment and routing, email validation, address autocomplete and ad conversion tracking are the $100/month Conversion Kit, not a plan feature.
 - **No HIPAA, no BAA:** a hard stop for protected health information, where Google Forms is viable.
 - **Split identity:** now "Fillout (by Zite)", with security docs, changelog and the AI credit pool on a parent platform, and a $250/month Team bundle of both at the top of the range.
 - **Thin, softening reviews:** 30 G2 reviews at 4.6, four Capterra reviews at 4.0, Trustpilot down to 3.5 across 48, with recent complaints about automated account blocking.

## Pricing Comparison

Google Forms costs nothing and never charges for volume; Fillout charges $15, $40 or $75 a month billed annually and buys you capability in exchange for a counter. Google Workspace pricing of $7, $14 and $22 per user per month on an annual commitment is worth reading carefully, because none of it buys better forms. It buys storage, admin controls and the Gemini features, and it is billed per person, so a 40-person team on Business Standard is paying $560 a month for a suite that happens to include Forms.

## What Users Say
    Google Forms 4.63 / 5 (66,020 reviews) Capterra 4.7 (11,572) GetApp 4.7 (11,500) G2 4.6 (42,000) TrustRadius 4.3 (948) Fillout 4.07 / 5 (95 reviews) G2 4.6 (30) Capterra 4 (4) Trustpilot 3.5 (48) ProductHunt 5 (13)
The review bases are not comparable in size. Google Forms holds 4.7/5 across 11,572 Capterra reviews and 4.6/5 on G2 under Google Workspace, with ease of use and value for money as its highest scores and features its lowest, which is exactly the shape you would expect. Reviewers praise the speed and the Sheets link, and consistently name customisation and integrations as the limits. Fillout's 4.6/5 comes from 30 G2 reviews, with only four on Capterra at 4.0, and its Trustpilot score has fallen to 3.5 across 48 reviews. Hackceleration's hands-on review rates the all-in-one approach highly while flagging a learning curve on the advanced features, and G2 reviewers echo that calculations take time to master.

## The Verdict

Use Google Forms when the job is genuinely a form. Surveys, quizzes, RSVPs, internal requests and anything high-volume are served better by the free product than by a paid one, and the compliance coverage behind it clears reviews that Fillout cannot. Accept that the form will look like a Google Form, that it will never take money, and that connecting it to anything outside Google is your team's problem.

Use Fillout when the form is the first step of something. Payments, bookings, signatures, question-level logic and native CRM or Airtable delivery are all real capabilities Google has no answer to, and the free tier is a fair way to test them. Accept the response counter, the single payment processor, the analytics gate at $75 a month and the $100 Conversion Kit, and go in knowing you are buying from a four-year-old vendor now operating inside a parent platform.

## The Third Option: Paperform

The tradeoff on this page is capability against a meter, and it is worth asking why those two have to travel together. Fillout's Starter plan counts to 2,000 responses and Pro to 5,000, so the bill tracks how well your forms are performing; Google Forms never counts, and pays for it by doing very little past the answer. [Paperform](https://paperform.com) declines the trade: submissions and seats are unlimited on Pro at $59/month, or $49 billed annually, and on Business at $149/month, or $124 annually. State the cost plainly. Fillout starts at $15 a month and Google Forms is free, so both undercut Paperform's entry price by a wide margin. What the $49 buys is a product with Fillout's range and no counter attached to your success.

The second gap is fragmentation. A Google Forms process at any real scale is Forms plus a signing tool plus an automation subscription plus per-user Workspace seats underneath, and the customer holds that stack together. Fillout's version is thinner but still split: workflow runs and AI credits are counted across Fillout and Zite, the serious automation quotas sit in a $250/month bundle, and lead-gen essentials arrive as a separate $100/month line. One Paperform subscription covers three products on every plan: Paperform for forms, Papersign for eSignatures at 25 signed documents a month on Pro and 100 on Business, and Stepper for AI-native workflow automation with 20,000 automation credits on Pro and 100,000 on Business. Support is in the seat price rather than an enablement fee produced at signing.

On the five dimensions measured above: Paperform supports five payment gateways (Stripe, PayPal, Square, Braintree and Google Pay) with products, subscriptions, coupons, tax and refunds around them, against Fillout's one and Google Forms' none. It reaches 4,000+ integrations through native connectors, Stepper, Zapier, Make, webhooks and a REST API. Its Excel-style calculations are not confined to a total: the same formulas decide which questions and pages appear, what conditional emails say, what reaches an integration and what the success page shows. Paperform holds SOC 2 Type II, GDPR and CCPA compliance and has been shipping since 2016, bootstrapped and profitable, with no parent platform setting the roadmap. It is not HIPAA compliant and signs no BAAs, so protected health information still belongs with Google Workspace.

Paperform is also honest about where it does not belong. If the job is a feedback survey or a staff RSVP, use Google Forms and spend the $49 elsewhere. ## Frequently Asked Questions

Can Fillout collect payments if Google Forms cannot?

Yes, through Stripe, and that single gateway is the whole of Fillout's payment story. Google Forms has no payment field at any tier, paid Google Workspace included, so the usual workaround is a form link followed by a manual invoice. Fillout takes card, ACH, Affirm and Stripe Link inside the form on every plan including free, with discount codes, recurring billing and pricing driven by calculations. If your finance team runs on PayPal, Square or Braintree, neither product here will help you.

Is Google Forms HIPAA compliant, and is Fillout?

Google Forms is covered by Google Workspace's HIPAA programme and Google will sign a BAA on eligible plans; Fillout makes no HIPAA claim anywhere on its site, security documentation or pricing page and offers no BAA. Google Forms also carries ISO 27001, FedRAMP, SOC 1, SOC 2 and SOC 3 behind it. Fillout holds SOC 2 Type 2 and GDPR, which is respectable for a company founded in 2022 but does not reach the same paperwork. On regulated intake, Google Forms is the one that clears review.

Google Forms has unlimited responses for free, so why pay Fillout $15 a month?

Because Google Forms stops at roughly 11 question types, section-level branching and no payments, no signature field, no scheduling, no answer piping and no anonymous save-and-resume. Fillout's free plan carries 1,000 responses a month with 50+ question types, conditional logic, calculations, PDF generation and 50+ native integrations. You are not paying Fillout for volume; Google wins on volume. You are paying for the questions Google Forms cannot ask, and Fillout's response meter is what you take on in exchange.

What happens when a Fillout form goes past its monthly response cap?

Fillout Starter stops at 2,000 responses a month and Pro at 5,000, and the published fix is either the Business plan at $75/month billed annually or a bulk submission pack whose per-unit price Fillout does not publish. Fillout's pricing FAQ says forms keep collecting rather than being shut off. Google Forms has no equivalent problem: responses are unlimited and always have been. A viral registration form is the scenario where the free tool quietly beats the paid one.

Does Fillout or Google Forms integrate better with Airtable, Notion and a CRM?

Fillout, and it is not close. Fillout ships 50+ native integrations including Airtable, Notion, HubSpot, Salesforce, Pipedrive, Slack, Monday.com and ClickUp, plus Zapier, Make, webhooks and a REST API on the free plan. Google Forms has deep Google Sheets, Drive, Calendar and Classroom links and very little outside that boundary: no native CRM connector, no webhooks, and third-party work routed through Zapier, Make or an Apps Script somebody on your team has to maintain.

Can I brand a Fillout form or a Google Form as my own?

Fillout can, from the paid tiers; Google Forms cannot, at any price. Google gives you a header image, a theme colour, a background colour and four font choices, hosts every form on docs.google.com, and keeps Google branding on the page. Fillout adds custom themes and a logo from Starter at $15/month annual, removes its own branding on Pro at $40, and allows a custom domain and custom code on Business at $75. For a client-facing page, that gap decides it.

Which is the safer long-term bet, Google Forms or Fillout?

Google Forms will outlive most of its category, though Google's history of retiring products is a fair thing to keep in mind. Fillout is four years old, seed funded, and now trades as "Fillout (by Zite)", with its help documentation, security pages, changelog and AI credit pool moved onto the Zite platform and its top tier sold as a $250/month bundle of both. Its review footprint is thin and has softened: 30 G2 reviews at 4.6, four Capterra reviews at 4.0, and a Trustpilot score down from 4.7 to 3.5 across 48 reviews.
