# Jotform vs Tally: Which Is Better in 2026?

Jotform wins on breadth and compliance: 40-plus payment gateways, HIPAA with a signed BAA on Gold, and native mobile apps. Tally wins on cost and speed: unlimited forms, submissions and seats, free AI, and $24/month on Pro. Pick Jotform if a certificate or a gateway decides it, Tally otherwise.

This is a twenty-year-old platform against a five-year-old one, and the interesting part is that they have opposite theories of what a form builder should charge for. Jotform, founded in 2006 and bootstrapped to roughly $145M in revenue with 40 million users, prices by the meter. Tally, founded in 2020 and run by about ten bootstrapped people in Ghent, prices by the feature and lets volume run free.

Count the meters on Jotform's side and the design becomes obvious: forms, submissions, form views, submission storage, fields per form, payment submissions, signed documents, and, on every self-serve tier, users. Eight things that grow when your business grows, each one a reason to move up a tier. Tally runs a single limit on its free plan, a fair use policy, and caps nothing on Pro or Business. That difference decides most of this comparison, though not all of it.

### Quick Verdict

Choose Jotform if:

 - You collect protected health information and need a BAA
 - Stripe is not your processor, or not your only one
 - Field staff collect data offline on phones and tablets
 - You need booking, address autocomplete or save-and-resume

Choose Tally if:

 - Response volume should never change what you pay
 - More than one person needs to edit without a sales call
 - Notion, Airtable or Google Sheets is where answers land
 - You want the form built in ten minutes and shipped

## The Five Numbers That Decide It

 - **Pricing:** Tally Pro is $24/month billed annually with unlimited forms, submissions and seats. Jotform Bronze is $34, Silver $39 and Gold $99, each single-user and each capped.
 - **Integrations and API:** Jotform lists 150+ native integrations; Tally lists around 17 native connections inside a 1,000+ catalogue reached through Zapier, Make, n8n and Pipedream. Both expose a REST API; only Tally ships an MCP server.
 - **Conditional logic:** Both have it, free. Jotform uses a stacked rules panel; Tally uses a formula editor with @-mention field references, shipped June 2026.
 - **Payments:** Jotform supports 40+ processors and meters paid submissions per tier. Tally supports 1, Stripe, unmetered.
 - **Compliance:** Jotform is HIPAA, GDPR, SOC 2, CCPA, ISO 27001 and PCI DSS compliant. Tally is GDPR compliant only, with no SOC 2, no SSO and no 2FA on any plan.

## Strengths of Jotform

 ![Jotform homepage](/images/form-builders/jotform/screenshot-homepage.png)

*Jotform's advantage over Tally is coverage: the field, the gateway or the certificate you need almost certainly exists.*

### Compliance Tally has no answer to

Jotform is HIPAA compliant with a signed BAA on Gold and Enterprise, and also holds SOC 2, ISO 27001, PCI DSS Level 1, FERPA, StateRAMP and HECVAT. Tally publishes GDPR compliance and EU hosting and stops there, with no SOC 2, no SSO and no two-factor authentication even on its top Business tier at $89/month. For a clinic, a school district or anyone handed a security questionnaire written by someone else, that ends the evaluation before the editors are ever compared.

### Payment coverage that no form builder matches

Over 40 payment processors run natively in Jotform with no transaction fee added, against Tally's single Stripe connection. For most businesses one gateway is enough. For the ones where it is not, a regional processor, an existing Authorize.Net merchant account, a client who insists on PayPal, Tally cannot bill at all and Jotform has probably supported that gateway for a decade. The honest footnote is the meter: paid submissions cap at 10 a month on Starter and 100 on Bronze, so the gateway choice is broad and the throughput is not.

### Fields and apps Tally does not build

Jotform covers 30-plus field types, including appointment booking, address lookup and save-and-resume for respondents, all of which Tally lacks and all of which show up the moment a form becomes an intake process rather than a signup. Native iOS and Android apps collect responses offline, which is the single hardest gap for Tally to close because it has no mobile editor and no app at all. Add a 20,000-template library, Jotform Tables, Approvals and AI Agents, and the breadth is real. Reviewers rate it 4.7 on G2 across 5,595 reviews, which is a volume of evidence Tally's 97 cannot claim either way.

## Strengths of Tally

 ![Tally homepage](/images/form-builders/tally/screenshot-homepage.png)

*Tally gives away unmetered what Jotform charges for one increment at a time.*

### Growth is not a billing event

Tally caps neither forms nor submissions on any plan, free included, subject to a published fair use policy; Jotform caps both on every self-serve tier and shuts a form off when the monthly quota runs out. That failure mode deserves naming plainly: on Bronze, response 1,001 is not an overage charge, it is a closed form and a lead you never hear from. A campaign that works takes you from $34 to $39 to $99 in the space of two months. On Tally the number never moves, which is why value for money is its highest G2 sub-score at 4.9.

### The second person costs nothing

Every Jotform plan from Starter through Gold is single-user, and genuine multi-user access means an Enterprise quote you cannot see in advance. Tally Pro at $24/month includes unlimited team members, plus workspaces and folders with per-member access management. For a marketing team of four, or an agency where a designer and an account manager both touch the same form, this is the difference between one subscription and a procurement conversation.

### An editor people finish forms in, and free AI

Tally's block editor works like Notion: type on the page, insert a block with a slash command, and the result looks current with no styling work. Jotform's builder is traditional drag-and-drop, and its own reviewers consistently describe the interface as visually crowded once conditional logic gets involved. Tally AI has been free on every plan since July 2026 and will build, edit, brand, translate or debug a form from a chat window. Hackceleration's review of 15 users averages 4.9 out of 5 and singles out the speed, while flagging Stripe-only payments as a hard blocker.

### Logic and signatures are not paywalled

Conditional logic, a proper formula editor, Stripe subscriptions and e-signature fields all sit on Tally's free plan. Jotform also puts its full feature set on Starter, to its credit, but wraps it in 5 forms and 100 submissions a month. The practical gap is that Tally's free tier is usable as a production tier for a real business, and Jotform's is a trial with no expiry date.

## Where Jotform falls short

 - **Eight meters:** forms, submissions, form views, submission storage, fields per form, payment submissions, signed documents and users all cap separately.
 - **Gold still caps forms at 100:** $99/month billed annually and the 101st form is a sales call, which is a strange thing to charge an agency for.
 - **Single-user to the top of self-serve:** collaboration is an Enterprise feature with no published price.
 - **Signatures are a second quota:** Jotform Sign runs 100 to 1,000 signed documents a month depending on tier, draining independently of submissions.
 - **Support response times:** customer support is its weakest G2 sub-score at 4.4, and reviewers report week-long email waits.
 - **Feature reliability varies:** widgets and less-used features draw repeated complaints about breaking or behaving unexpectedly, which is what happens when the surface area gets this wide.
 - **No partial submission tracking:** you cannot see the data from people who abandoned halfway, where Tally captures partials on Pro.

## Where Tally falls short

 - **No compliance beyond GDPR:** no SOC 2, no ISO 27001, no HIPAA, and no SSO or 2FA on the $89/month Business plan.
 - **Stripe or nothing:** one processor, with no coupons, tax calculation, invoicing or refund handling behind it.
 - **No workflow or approval routing:** nothing between submit and notify, so approvals go out to Zapier, Make or n8n on someone else's bill.
 - **Missing intake fields:** no booking field, no address autocomplete, no save and resume, no guided one-question-at-a-time mode.
 - **No mobile app or mobile editor:** forms are responsive, but offline collection is not possible.
 - **Support has no upper tier:** email only from a team of around ten, with nothing to escalate to on a deadline.
 - **Five years old:** profitable and well liked, but young enough that a long procurement cycle will ask about it, where Jotform has two decades of answer.

## Pricing Comparison

Tally Pro costs $24/month billed annually for unlimited forms, submissions and seats. Jotform's closest working tier, Silver at $39/month annually, gives you 50 forms, 2,500 submissions, 250 paid submissions and one user. The tier that unlocks HIPAA, Gold, is $99/month annually and still stops at 100 forms. Tally's Business tier at $74/month annually is its ceiling, and it adds data retention controls and email verification rather than capacity, because there was no capacity limit to raise.

Tally rates higher on every sub-score that exists for both: 4.8 on G2 against Jotform's 4.7, 4.9 on Capterra against 4.7, and value for money at 4.9 against 4.5. Weight that against sample size before acting on it. Jotform carries 5,595 G2 reviews and 2,926 on Capterra across eighteen years of deployments; Tally has 97 and 41. Jotform's lowest score is support at 4.4, Tally's is support at 4.5, which is a rare point of agreement between a 700-person company and a ten-person one.

## The Verdict

Decide on constraints, not features. If a BAA, a SOC 2 questionnaire, a non-Stripe gateway or an offline mobile app appears anywhere in your requirements, Jotform is the only one of the two that can answer, and the tier price is what it is. If none of those apply, Tally is the better buy by a distance: the same logic and payments for free, a nicer editor, free AI, unlimited seats, and a bill that does not move when the campaign works.

The buyer left without a good answer is the one in between. That is the team whose form feeds a process: a quote with real pricing logic behind it, a contract that has to be countersigned and filed, an approval with a named person at each step, and a security questionnaire at the end of it. Jotform serves that team by adding meters. Tally serves it by pointing at three other subscriptions.

## Consider Paperform

[Paperform](https://paperform.com) was built for that in-between team, and the money should be stated first because both products here can undercut it. Paperform Pro is $59/month, or $49 billed annually, against Tally Pro at $24 and Jotform Bronze at $34. If your work genuinely ends at the submit button, Tally is the right call and nothing below changes that.

What the higher price removes is the meter. Submissions and seats are unlimited on Pro and Business within fair use, and forms are not capped on any plan, so neither the campaign that lands nor the person you hire next quarter is a billing event. That is the mechanism behind every Jotform tier boundary in this comparison, and it is the reason Jotform's 101st form on Gold turns into a sales call.

On the dimensions where the two products here split, Paperform takes the middle of both. Payments run through Stripe, PayPal, Square, Braintree and Google Pay with products, subscriptions, coupons, tax and refunds, unmetered, which is broader than Tally's single gateway and free of Jotform's paid-submission quota. Compliance covers SOC 2 Type II, GDPR and CCPA, with SAML SSO and enforced 2FA on Business at $124/month billed annually, which answers the questionnaire Tally cannot. Said plainly: Paperform is not HIPAA compliant and signs no BAAs, so protected health information belongs on Jotform Gold and nowhere else here.

The structural argument is what one subscription covers. Every Paperform plan includes Paperform for forms, Papersign for eSignatures and Stepper for AI-native workflow automation, so the signature and the approval chain live in the same account as the form that triggered them rather than on Jotform's second quota or Tally's third vendor. Pro includes 25 signed documents a month and 20,000 automation credits; Business includes 100 signed documents and 100,000 credits, and those credits are a genuine ceiling worth checking against high-volume automation. The editor is a document rather than a stack of fields, and Excel-style calculations drive question and page visibility, conditional emails, integration payloads and success page content, not just a running total. There are 4000+ integrations, a 7-day trial with no card, and the company has been bootstrapped and profitable since 2016.

## Frequently Asked Questions

Can Tally do everything Jotform Bronze does, for free?

For a large share of use cases, yes. Tally's free plan carries unlimited forms and unlimited submissions under a published fair use policy, plus conditional logic, a formula editor, Stripe payments, e-signature fields, answer piping and integrations. Jotform Bronze at $34/month billed annually buys 25 forms, 1,000 submissions a month and one user. What Bronze adds that Tally cannot match is the choice of 40-plus payment gateways, native mobile apps for offline collection, save-and-resume for respondents and an appointment booking field. If none of those appear in your requirements, Bronze is money spent on caps.

Is Jotform or Tally HIPAA compliant?

Jotform is, on Gold at $99/month billed annually and on Enterprise, and it signs a BAA. Tally is not, makes no HIPAA claim anywhere on its site and has no route to one. If you handle protected health information, this comparison resolves immediately in Jotform's favour and the price of Gold is not negotiable. Jotform also holds SOC 2, ISO 27001, PCI DSS Level 1 and FERPA. Tally publishes GDPR compliance and EU hosting, and nothing beyond that.

How many payment gateways does each one support?

Jotform supports over 40 processors natively, including Stripe, PayPal, Square and Authorize.Net, and takes no transaction fee of its own. Tally supports Stripe alone, including Stripe subscriptions, free on every plan. The catch on Jotform's side is that payment submissions are metered separately from form submissions: 10 a month on Starter, 100 on Bronze, 250 on Silver and 1,000 on Gold. Tally does not cap paid submissions at all. Neither handles coupons, automated tax or refund management.

Which is better for an agency running forms for multiple clients?

Tally, on cost, and it is not close. Jotform caps forms on every self-serve tier, with Gold stopping at 100, and every tier from Starter through Gold is a single-user plan, so a second person who needs to edit means an Enterprise quote. Tally caps neither forms nor seats on any plan, and Pro at $24/month billed annually adds workspaces, folders with access management and custom domains. Where Tally runs out is client-specific branding depth and anything approval-shaped after the submission.

Does Jotform or Tally have better AI features?

They aim at different moments. Tally AI, released to all users in July 2026 and free on every plan including the free one, builds, edits, brands, translates and repairs forms from a chat window in the editor, and Tally ships an MCP server plus verified ChatGPT and Claude connectors. Jotform's AI arrived in March 2026 as a conversational and voice assistant with an AI Form Copilot, and it extends into AI Agents that can staff a form conversationally. Neither offers AI analysis of the responses inside the product.

What happens when a form needs a signature and an approval step?

Jotform has an answer and meters it; Tally sends you elsewhere. Jotform Sign and Jotform Workflows exist inside the platform, but signed documents run on their own quota alongside submissions: 100 a month on Bronze, 250 on Silver, 1,000 on Gold. Tally has no workflow builder and no approval routing at all, so anything past submit-and-notify goes out to Zapier, Make or n8n on a separate subscription. This is the one dimension where both answers cost you something, either a second meter or a second vendor.
