# Paperform vs Formsite: Which Is Better in 2026?

Formsite is the better choice if you need HIPAA compliance with a signed BAA or the cheapest entry price, at $21/month. Paperform is the better choice for public-facing forms, because its document-style editor produces pages designed to convert rather than field lists, and Pro at $49/month annually meters neither submissions nor seats.

Formsite has been collecting data since 1998 and does it dependably. It is a field-list builder in the original sense: you pick question types, arrange them on pages, set the logic, and the form comes out looking like a form. For an internal vendor intake or a government application that nobody was going to enjoy anyway, that is a perfectly good outcome, and the 24/7 support on every paid tier is a genuinely rare thing to find at $21/month.

The comparison gets interesting when the form is public. A pricing quote, an event registration, a course enrolment or a lead magnet is a conversion surface, and it competes with everything else on the page. That is where the two products stop agreeing, and it is also where Formsite's second characteristic starts to show: almost everything that grows on Formsite is metered, from results per form to forms per plan to the people who need a login.

### Quick Verdict

Choose Formsite if:

 - You collect protected health information and need a signed BAA
 - Your forms are internal and presentation genuinely does not matter
 - One person builds and maintains everything
 - Volume is low, predictable, and spread across a few forms
 - You want the lowest paid entry price at $21/month
 - Authorize.Net is the processor you are locked to

Choose Paperform if:

 - The form is a marketing asset that has to look designed
 - You want a guided, one-question-at-a-time option on the same form
 - Submissions are growing and you would rather the bill did not
 - More than two people need to build or read results
 - You are selling products, not just charging a card
 - Signatures and multi-step approvals follow the submission

## The Five Numbers That Settle It

Pricing

Formsite runs from $21/month (Personal, 5 forms, 500 results per form, 1 user) to $209/month (Enterprise). Paperform Pro is $59/month, or $49 billed annually, with unlimited submissions, forms and seats within fair use.

Integrations and API

Paperform connects 4,000+ integrations with a read-write REST API on paid plans and a Business API on the $124/month annual tier. Formsite lists 2,000+ via 17 native connectors plus Zapier, with a results-retrieval API capped at 50 calls per minute and 10,000 per day, Professional plan required.

Conditional logic

Both branch questions and pages on answers on every paid plan. Formsite's calculations compute values inside the form. Paperform's Excel-style calculations also decide which pages appear, which confirmation email fires, what integrations receive and what the success page shows.

Payments

Formsite supports 4 processors (Stripe, PayPal, Braintree, Authorize.Net) from the $34/month Professional plan. Paperform supports 5 (Stripe, PayPal, Square, Braintree, Google Pay) with products, subscriptions, coupons, tax and refunds behind them.

Compliance

Formsite is HIPAA, GDPR, CCPA and PCI DSS 4.0 compliant, with the BAA available on Enterprise at $209/month only, and it claims no SOC 2 or ISO 27001 certification of its own. Paperform is SOC 2 Type II, GDPR and CCPA compliant, and is **not** HIPAA compliant and signs no BAAs. On regulated health data Formsite wins; on a standard security questionnaire Paperform does.

## Feature Comparison

Read the table for shape rather than score. Formsite covers the classic form-building surface thoroughly and has done for decades. Paperform adds the things that came after: rich media in the form body, guided flows, eCommerce, native analytics, eSignatures and workflow automation.

## What Formsite Does Well

 ![Formsite homepage](/images/form-builders/formsite/screenshot-homepage.png)

*Formsite's homepage, now carrying the Intellistack parent brand after the 2025 rebrand.*

### A cheaper way in, and support on every tier

Formsite Personal is $21/month, or $249.95 a year, against Paperform's $49/month billed annually with nothing below it. That gap is real and we are not going to talk around it. Formsite also puts 24/7 support on its lowest paid plan, which most vendors reserve for the tier above. If one person maintains a handful of low-traffic forms, Formsite costs less and answers the phone.

### HIPAA and a signed BAA

Formsite will sign a Business Associate Agreement on its Enterprise plan; Paperform will not sign one at any price. The Enterprise tier at $209/month also brings an SLA, two-factor authentication and the Salesforce integration. For a clinic, a benefits administrator or a research group handling patient data, that single fact decides the comparison, and no argument about editors or metering outranks it.

### Twenty-eight years of payments and uptime

Formsite has processed over $500M in payments and states that billions of forms have been submitted through the platform. Four gateways including Authorize.Net covers older merchant setups that newer builders skip. Reviewers on G2 and Capterra consistently praise reliability, the Save & Return feature and the ease of getting a working form live, and the average ratings of 4.4 and 4.5 reflect a product that does what it says.

### Workflow routing built in

Unlimited workflows ship from the Business plan at $59/month, handling approval chains and multi-step review without a third-party tool. It is routing rather than a visual automation canvas, but for a purchase approval or a leave request it is enough, and it is included.

## What Paperform Does Better

 ![Paperform homepage](/images/form-builders/paperform/screenshot-homepage.png)

*Paperform's homepage. One subscription covers forms, Papersign eSignatures and Stepper workflow automation.*

### A document you write on, not a field list you fill

Paperform's editor is a blank page. You type the copy, and where a question belongs you drop it into the sentence; headings, paragraphs, images, GIFs and embedded video sit anywhere in the flow rather than above or below a fixed form block. Plenty of builders now offer something like this, so it is not a Paperform invention. The comparison that matters here is with Formsite, whose builder assembles labelled fields inside a themed container and whose own reviewers describe the interface as aging. Formsite also gates image uploads onto forms behind the $34/month Professional plan, which tells you where rich media sits in its model.

The practical effect is that a Paperform form can stand on its own as a page. A workshop registration can open with a photograph, two paragraphs of persuasion and a testimonial before it asks for an email address. A quote request can explain the pricing model in-line as the respondent builds the quote. Design quality on a public form is a conversion variable, not decoration: one Paperform customer reported a 91% lift in conversion rate after moving to Guided Mode. Formsite has no conversational or one-question-at-a-time option at all, so getting that format means building it in another product.

### Nothing metered that you would want to grow

Every Formsite tier caps results per form, forms per account, storage and users; the caps get larger as you pay more, but they never go away. Personal gives 5 forms and 500 results each. Professional gives 10 forms, 1,000 results each and one user. Business gives 25 forms, 2,500 results and one sub-user. Business + gives 100 forms, 10,000 results and five sub-users. Extra people are $10/month each, extra storage is $10/month per GB, and Word and PDF output is sold as a $50/month add-on. A campaign that performs above expectations is an invoice event.

Paperform Pro at $49/month billed annually carries unlimited submissions, unlimited forms and unlimited seats within fair use. Ten people can log in for the same price as one, which changes behaviour as much as cost: nobody rations forms, and the second and third person who want to read the results get a dashboard instead of a CSV attachment. The one thing Paperform does meter is Stepper automation credits, 20,000/month on Pro with overflow at $10 per additional 10,000, and custom domains at $20/month each on Pro. Worth naming rather than hiding.

### Calculations that run the form, not just a total

Formsite's calculations compute a value and display it. Paperform's are written in spreadsheet syntax and drive behaviour: which questions and pages appear, what a quote comes to after discounts and tax, which of several confirmation emails sends, what payload an integration receives and what the success page tells the respondent. A tiered pricing configurator, an eligibility check that routes applicants by score, a registration that switches to full price on a date: configuration in Paperform, and generally a workaround in Formsite.

### Selling, not just charging

Formsite takes a payment. Paperform runs the order: a product catalogue, subscriptions, coupons and discount rules, tax calculation, quotes, invoices and refunds, with pricing recalculated live as options change. Formsite has none of those, so anyone selling through it keeps the commerce logic in a second system and reconciles the two afterwards.

### One subscription where Formsite needs three

A signature on a Formsite submission means buying DocuSign. Automation past approval routing means buying Zapier. That is three renewal dates, three support queues and your team owning every join between them. Paperform ships forms, Papersign eSignatures and Stepper workflow automation on one subscription and one login, on every plan, with 25 signed documents and 20,000 automation credits a month on Pro and 100 signed documents on Business.

## Where Formsite Falls Short

 - **Results capped per form on every tier:** 500 on Personal, 1,000 on Professional, 2,500 on Business, 10,000 on Business +, 50,000 on Enterprise.
 - **Forms capped too:** 5, 10, 25, 100 and 1,000, so a quick one-off form costs you something you already paid for.
 - **Seats sold individually:** Personal and Professional are single-user; sub-users are $10/month each above that.
 - **Add-ons above the plan price:** Results Docs for PDF and Word at $50/month, storage at $10/month per GB.
 - **No conversational or guided mode:** traditional page layouts only.
 - **No eCommerce layer:** no products, subscriptions, coupons, tax, quotes or refunds behind the payment field.
 - **Read-only API with hard limits:** 50 calls/minute, 10,000/day, and Professional plan required.
 - **Thin analytics:** charts and CSV export, with no drop-off analysis, partial submissions or conversion tracking, and reviewers report the Excel export process is awkward.
 - **No SOC 2 or SSO:** the ISO and SOC attestations cited on its security page belong to its AWS host, and two-factor authentication is Enterprise-only.
 - **Roughly 100 templates**, and no native eSignature product.
 - **Quiet since the acquisition:** no blog post since May 2024 and no public changelog, under a parent that rebranded in 2025.

## Where Paperform Falls Short

 - **No HIPAA compliance and no BAAs:** a hard stop for protected health information, and Formsite Enterprise is the answer instead.
 - **Higher floor:** $49/month billed annually, with nothing sold below it, against Formsite's $21/month Personal.
 - **Automation credits are metered:** 20,000/month on Pro, then $10 per additional 10,000.
 - **Add-ons exist here too:** custom domains at $20/month each on Pro, Google address search at $10/month.
 - **Younger company:** ten years against Formsite's twenty-eight, and a much smaller review footprint.
 - **No mobile editor:** a gap both products share, so neither is the answer if you need to build on a phone.
 - **Overkill for a three-question form:** for genuinely simple data collection, use the simple tool.

## Pricing Comparison

Formsite publishes six tiers and every one of them is defined by its limits; Paperform publishes four and the two paid tiers are defined by capability. That is the structural difference the table is showing.

## What Users Say
    Paperform 4.82 / 5 (498 reviews) G2 4.8 (78) Capterra 4.8 (104) GetApp 4.9 (104) Trustpilot 4.8 (212) Formsite 4.47 / 5 (119 reviews) G2 4.4 (31) Capterra 4.5 (44) GetApp 4.5 (44)
Formsite rates 4.4 on G2 across 31 reviews and 4.5 on both Capterra and GetApp across 44. The praise is about dependability: forms that go live quickly, calculations and logic without code, Save & Return, and 25 years of not falling over. The complaints cluster tightly around the interface looking dated, reporting being thin, the Excel export being awkward, and pricing rising while the feature set stayed still. Paperform's footprint is larger but still modest, at 78 G2 reviews and 104 on Capterra rated 4.8, plus 4.8 across 212 Trustpilot reviews, with support consistently the highest-scoring dimension. Neither of these products has SurveyMonkey's review volume, so read the complaint themes rather than the counts.

## The Verdict

Choose Formsite when the requirement is compliance or thrift. A signed BAA on Enterprise, PCI DSS 4.0, 24/7 support from $21/month and nearly three decades of operation are substantial, and if your forms live behind a login and nobody judges them on appearance, the cheaper plan is the sensible plan.

Choose Paperform when the form faces a customer, or when growth is the plan. A document-style editor that produces a page worth landing on is a conversion lever rather than a styling preference, and Guided Mode gives you a one-question-at-a-time version of the same form that Formsite cannot produce at all. Behind that, Paperform's pricing stops reacting to your success: unlimited submissions, unlimited forms and unlimited seats on Pro, so the campaign that works, the fourth colleague and the tenth new form each cost nothing extra. Formsite charges for every one of them, and at six people with document output it charges $134/month to do it.

## Frequently Asked Questions

Will a Formsite form look like part of my website, or like a form bolted onto it?

Formsite builds a field list inside a themed container. You can restyle it through the Look & Feel editor and write custom CSS, and image uploads onto the form need the Professional plan at $34/month, but the underlying shape is a stack of labelled inputs. Reviewers of the 2026 product still describe the interface as aging. Paperform's editor works the other way round: you write the page in a document, drop questions into the sentences, and add headings, images, GIFs and video wherever they belong. The result reads as a landing page that happens to collect answers, which matters when the form is the first thing a prospect sees.

How much does Formsite actually cost once three people need a login and one form passes 1,000 results?

More than the sticker. Professional at $34/month covers 10 forms, 1,000 results per form and a single user. A form that crosses 1,000 results moves you to Business at $59/month, which includes one sub-user; a third person is either $10/month on top or another step to Business + at $84/month. Add the Results Docs (PDF and Word) add-on at $50/month and you are at $134/month. Paperform Pro is $59/month, or $49 billed annually, with unlimited submissions and unlimited seats within fair use and no per-person line item.

Is Formsite HIPAA compliant, and can Paperform take protected health information?

Formsite is HIPAA compliant and will sign a BAA, but only on the Enterprise plan at $209/month. Paperform is not HIPAA compliant and does not sign BAAs at all. If your forms collect protected health information, Formsite Enterprise is the correct answer between these two and we would rather say it here than have you find out later. Outside healthcare the compliance picture reverses: Paperform holds SOC 2 Type II, which Formsite does not claim for itself. Formsite's security page states PCI DSS 4.0 and attributes ISO and SOC attestations to its AWS host rather than to Formsite.

Can Formsite's API create or update forms, or only read results?

Read, essentially. Formsite's REST API retrieves results and is capped at 50 calls per minute and 10,000 per day, and it requires the Professional plan. Marketing copy now describes it as extensive; the read-only behaviour was last confirmed against the documentation in March 2026, so verify before building against it. Paperform's REST API reads and manages forms, submissions and partial submissions on paid plans, and Business adds the Business API plus bring-your-own S3 storage.

Formsite has been around since 1998. Does that make it the safer long-term choice?

Longevity usually is a trust signal, and 28 years of uptime is not nothing. The complication is ownership. Formsite was acquired by Formstack in December 2023, and Formstack rebranded as Intellistack in June 2025, so Formsite is now one product line inside a larger portfolio. The Formsite blog's most recent post is dated May 2024 and there is no public changelog, which is roughly 28 months without product communication. Paperform is ten years old, bootstrapped, profitable and independent, and publishes what it ships. A platform choice is a bet on the vendor still investing in three years.

Do I still need DocuSign and Zapier alongside Formsite?

For signatures, yes: Formsite's signature field routes through a DocuSign integration rather than a native signing product, so that is a second contract. Its workflow feature handles approval routing from the Business plan up, but anything beyond routing generally goes to Zapier, which is a third. Paperform includes Papersign for eSignatures and Stepper for workflow automation in the same subscription, on every plan. The honest caveat: Pro carries 25 signed documents and 20,000 automation credits a month, so heavy signing or automation volume belongs on Business or Enterprise.
