Paperform vs Fillout: Which Is Better in 2026?
Fillout is the better choice on a tight budget, starting at $15/month billed annually. Paperform is the better choice for a team that will need help using it, because live support is part of every Paperform plan while Fillout holds priority support behind its $75/month annual Business tier and dedicated support behind an Enterprise quote.
Both products describe themselves as more than a form builder, and both are telling the truth. Fillout covers forms, scheduling, PDF generation, payments, workflows and signatures. Paperform covers forms, Papersign for eSignatures and Stepper for workflow automation. The interesting difference sits underneath the feature lists, in what each company treats as a chargeable event. Fillout charges for responses, for AI credits, for workflow runs, for the lead-generation toolkit and for faster answers to your questions. Paperform charges for the plan and then stops counting.
That matters most in the first month, when nobody knows the product yet. Software that is easy to buy and slow to answer questions costs more than its price tag, and the cost lands on whoever on your team volunteered to own forms.
Quick Verdict
Choose Fillout if:
- Budget is the binding constraint and $15/month annual is the ceiling
- Monthly response volume is comfortably under 2,000 and stable
- Your data lives in Airtable or Notion and the form has to write to it
- You already run payments through Stripe and only Stripe
- You want Fillout's Zite app and database platform alongside the forms
- Enterprise data residency in the UK, Australia or Canada is a requirement
Choose Paperform if:
- You want support in the price rather than as a plan upgrade
- Response volume is unpredictable and you don't want the bill to track it
- Lead capture, enrichment and follow-up should be in the plan, not an add-on
- Payments run through PayPal, Square, Braintree or Google Pay
- Signatures and multi-step workflows follow the submission
- Vendor stability over the next five years is part of the decision
Five Numbers Worth Writing Down
Pricing
Fillout starts at $19/month ($15 annually) for 2,000 responses. Paperform starts at $59/month ($49 annually) with unlimited submissions and unlimited seats within fair use. Fillout's unlimited-response tier is Business at $89/month ($75 annually).
Integrations and API
Paperform reaches 4,000+ integrations through native connectors, Stepper workflows, Zapier, Make, webhooks and a REST API, with a separate Business API on the $124/month annual tier. Fillout ships 50+ native integrations plus Zapier, Make, webhooks and an API on the free plan.
Conditional logic
Both products include conditional logic and calculations. Paperform's calculations are Excel-style and drive question and page visibility, conditional email content, what integrations receive and what the success page says; it also ships an AI assistant that writes formulas from a plain-English description, which Fillout does not have.
Payments
Paperform supports 5 payment gateways: Stripe, PayPal, Square, Braintree and Google Pay. Fillout supports 1: Stripe.
Compliance
Fillout is SOC 2 Type 2 and GDPR compliant. Paperform is SOC 2 Type II, GDPR and CCPA compliant. Neither is HIPAA compliant, and Paperform does not sign Business Associate Agreements. Regulated health data rules both of them out.
Feature Comparison
On a capability checklist these two land closer together than most pairs on this site. The separation comes from where each feature sits in the price list and how much of the work you are expected to do alone.

Where Fillout Wins
It is genuinely cheaper, and by a wide margin at the bottom
Fillout Starter is $19/month, or $15 billed annually, and Pro is $49/month, or $40 annually. Paperform sells nothing below Pro at $59/month, or $49 annually. For a team collecting 800 responses a month on one form, Fillout is the correct answer and the rest of this page is academic. Fillout's free plan carries 1,000 submissions a month with conditional logic, calculations, PDF generation, Stripe payments and 50+ integrations, which is a real working tier rather than a demo. Paperform's entry price is higher and we are not going to argue otherwise.
The Airtable and Notion integrations are best in class
Fillout was built for teams whose source of truth is a database rather than a spreadsheet. The Airtable connection can update existing records rather than only appending new ones, and Notion, SmartSuite, Attio and Google Sheets are all native. If your operations already run inside one of those bases, Fillout removes an automation step that other form builders make you build.
Unlimited seats, at every level
Fillout charges nothing per user on Free, Starter, Pro or Business. This is one of the few places where the two products agree completely: Paperform also includes unlimited team members on every plan. Against the per-seat pricing most of this category runs on, both look good, and it is worth saying that Fillout got there first among the newer builders.
An AI agent inside the editor
Fillout's Form Agent is a chat assistant in the builder that adds and edits fields, pages and text, configures page logic, writes calculations, inserts dynamic values, registers URL parameters and edits the theme. It cannot yet touch payments, calendars, progress bars, integrations or form-level settings, and it draws on a monthly Zite credit allowance that stops when exhausted, but it is a well-executed feature and Paperform's AI works differently rather than strictly better.
More residency options at the top of the range
Enterprise customers can choose hosting in the US, EU, UK, Australia or Canada, and can configure Fillout to keep submissions only in external storage so nothing rests on Fillout's servers. Paperform offers EU and Australian data residency on Enterprise. On the number of jurisdictions available, Fillout is ahead.
Where Paperform Wins
Support is in the seat price, not on the price list
Paperform includes live chat with its Customer Success team on every plan, with Priority support on Pro at $49/month annual and First Priority on Business at $124/month annual. Fillout lists priority support as a Business plan feature at $75/month annual and dedicated support as an Enterprise item behind a sales conversation. Underneath that sits a broader habit in business software: onboarding and training billed apart from the licence, an enablement fee of several thousand dollars produced at signing for the privilege of learning what you bought. Paperform prices the seat to include the help, which is why support is the highest-scoring dimension in its reviews at 4.7 on Capterra, 4.8 on G2 and 4.9 on GetApp.
The comparison is not abstract. Fillout's Capterra reviewers score support 3.8 and value for money 3.5, and its Trustpilot rating has fallen to 3.5 across 48 reviews, with recent complaints describing automated systems flagging and blocking accounts. An automated block is exactly the moment when the difference between a support queue and a person in a chat window becomes the whole product experience. Independent reviewers also note that Fillout's calculations and integrations take time to master, and time to master is a support question wearing a different hat.
The bill does not track how well your forms perform
Paperform Pro is $49/month billed annually with unlimited submissions, and Fillout's response cap is 2,000 on Starter and 5,000 on Pro. Follow that through a successful quarter. A campaign that lands 2,400 responses moves Starter to Pro. One that lands 6,000 moves Pro to Business, a jump from $40 to $75 on annual billing, which is 78% more for the same editor and the same forms. The alternative is buying bulk submission packs at a price Fillout does not publish. Under the Zite arrangement the metering has spread further: AI credits come from a shared pool, workflow runs are counted, and the serious quotas live in the $250/month annual Team bundle. Paperform meters one thing, automation credits, at 20,000/month on Pro and 100,000 on Business with overflow at $10 per additional 10,000 on Pro. One number to size is a manageable amount of arithmetic; five is a spreadsheet.
Nothing important is sold as an add-on
Fillout's Conversion Kit is $100/month on top of a plan and contains most of what a lead-generation team would consider table stakes: abandonment recovery, drop-off notifications, Clearbit enrichment, lead scoring and routing, autofill, email validation, OTP verification, Google Maps address autocomplete and conversion tracking for LinkedIn, Meta, TikTok, X and Google Ads. Some of it requires the Business plan underneath, so the real entry point for that toolkit is $175/month annually. Paperform has nothing equivalent to buy. Partial submissions, conditional follow-up emails, routing through Stepper and 4,000+ integrations come with the plan, and Paperform Business at $124/month annual includes 100 signed documents a month and 100,000 automation credits.
Analytics on day one instead of at the volume tier
Fillout gates form analytics, conversion tracking, drop-off analysis and partial submissions to Business at $75/month annual, which is also the tier that lifts the response cap. Those two things arriving at the same door is an awkward arrangement: you cannot diagnose why a form is leaking until you are already paying for volume you might not need. Paperform Pro includes full analytics, AI report insights and partial submissions at $49/month annual, and the reporting covers Papersign signature completion and Stepper workflow runs, so a stall halfway through a signing flow appears beside a stall on question three.
Ten years of shipping, bootstrapped and profitable
Paperform was founded in 2016, has taken no outside investment and is profitable. Fillout was founded in 2022 on seed funding and now trades as "Fillout (by Zite)", with its security documentation, changelog and AI credit pool moved under the Zite brand and the legal entity listed as Restly, Inc. DBA Zite. None of that makes Fillout a bad product. It does mean that buyers who chose a form builder are now customers of a broader app and database platform, with a roadmap written for a product they did not evaluate. A form builder is a light commitment. A signing and workflow stack is a heavier one, and vendor longevity is part of what you are buying. Ten years of accumulated handling for compliance questions, permissioning and data retention is also not something a three-year-old product shortcuts.
Five payment gateways and a real commerce layer
Paperform connects Stripe, PayPal, Square, Braintree and Google Pay with no transaction fee of its own, and has processed over $173M in payments. Fillout is Stripe only. Beyond the gateway count, Paperform runs the order rather than the charge: a product catalogue, subscriptions, coupons, custom pricing rules, tax calculation, quoting and refunds. Fillout has subscriptions, coupons and dynamic pricing through Stripe, but no tax calculation, no invoicing and no refund handling, so that logic lives in another system and somebody reconciles the two at month end.
Where Fillout Falls Short
- Responses metered below $75/month: 1,000 on Free, 2,000 on Starter, 5,000 on Pro, unlimited only from Business.
- Priority support is a plan feature: it starts at Business, and dedicated support needs an Enterprise quote.
- Stripe only: no PayPal, Square, Braintree or Google Pay, and no tax calculation, invoicing or refunds.
- Lead-generation essentials cost $100/month extra: the Conversion Kit is an add-on, not a tier.
- Analytics and custom domains gated to Business: both sit at $75/month annually alongside the volume upgrade.
- No document-style editor and no guided mode: one drag-and-drop canvas metaphor, with no one-question-at-a-time option.
- No AI help with calculations: reviewers report that mastering calculations and integrations takes time.
- Thin and softening review record: 30 G2 reviews at 4.6, 4 Capterra reviews at 4.0, and Trustpilot down to 3.5 across 48.
- Limited design tooling: no Unsplash or Giphy browsing, no built-in image editor, so branded art is a round trip through other tabs.
- Identity split across two brands: Fillout documentation, changelog and credits now live under Zite.
Where Paperform Falls Short
- Higher entry price: $49/month annually against Fillout's $15, with nothing sold in between.
- No HIPAA compliance and no BAAs: protected health information is a hard stop.
- Automation credits are metered: 20,000/month on Pro, then $10 per additional 10,000.
- Custom domains cost extra on Pro: $20/month per domain, with one included on Business. Fillout includes a custom domain at $75/month, so on domains alone Fillout can work out cheaper.
- Fewer residency regions: Paperform offers EU and Australian residency on Enterprise; Fillout adds UK and Canada.
- No mobile editor: forms are fully responsive for respondents, but building happens on a desktop. Fillout has no mobile editor either.
- Not the tool for a one-off simple form: for four questions and a thank-you page, use the simple tool. Paperform is built for the process behind the form.
Seeing Fillout Before You Commit
Two independent walkthroughs, useful for judging the builder and the positioning on your own terms.
Pricing Comparison
Fillout publishes four paid tiers and Paperform publishes two. Three of Fillout's four cap responses; neither of Paperform's does. Note also that Fillout's headline figures are annual rates, so monthly billing runs roughly 20% higher across the board.
| Tier | Paperform | Fillout | What actually differs |
|---|---|---|---|
| Entry | Pro: $59/mo, $49 annually. Unlimited submissions and seats, Priority support | Starter: $19/mo, $15 annually. 2,000 responses, standard support | Fillout is $34 cheaper until the 2,001st response arrives |
| Mid | Pro, unchanged | Pro: $49/mo, $40 annually. 5,000 responses, branding removed | The gap narrows to $9 and the cap is still there |
| Unlimited volume | Pro, still $49 annually | Business: $89/mo, $75 annually. Unlimited responses, analytics, priority support | Paperform is now $26/month cheaper for the same headroom |
| Top published tier | Business: $149/mo, $124 annually. 10 workspaces, SSO, Business API, 100 signed docs/mo | Team bundle: $300/mo, $250 annually. Fillout plus the Zite platform, 250,000 workflow runs | Paperform bundles signatures and workflows; Fillout bundles a second product |
| Add-ons | Automation credits from $10/mo, domains $20/mo each on Pro | Conversion Kit $100/mo, bulk submission packs at unpublished rates | Fillout's add-on carries lead-gen basics; Paperform's carry overflow |

One practical note on trials. Fillout does not run a paid trial because its free plan is intended to serve that purpose, which is a reasonable design. Paperform runs a 7-day trial of the paid product with no credit card required, so you can test the parts that matter, including support response times, before any money changes hands.
What Users Say
Fillout rates 4.6 on G2 across 30 reviews and 5.0 on Product Hunt across 13, both small samples from an enthusiastic early audience. The picture changes on the platforms where unhappy customers go: 4.0 on Capterra from 4 reviews, with support at 3.8 and value for money at 3.5, and 3.5 on Trustpilot across 48 reviews, down from 4.7, with recent complaints about accounts being flagged and blocked by automated systems. Paperform's footprint is larger and steadier at 78 G2 reviews rated 4.8, 104 on Capterra rated 4.8, 104 on GetApp rated 4.9 and 212 on Trustpilot rated 4.8, with customer support the strongest individual score on every platform. Paperform still has far fewer reviews than the category leaders, so this is a comparison between two modest samples rather than a landslide.
The Verdict
Choose Fillout when the budget is fixed and low, the volume is predictable, and the team is comfortable working things out from documentation. At $15/month annually with a 1,000-response free tier underneath it, Fillout gives you conditional logic, calculations, PDF generation, Stripe payments and a strong Airtable connection for a fraction of what this category usually asks. That is a good deal and plenty of teams should take it.
Choose Paperform when someone is going to need help, when the volume is going to move, or when the form is the front door to a process rather than the whole of it. Support is in the seat price instead of waiting at the Business tier. Submissions and seats are not billing levers. Signatures and workflow automation are in the subscription rather than in a separate bundle. And the vendor has been independent and profitable for ten years, which is worth something when the thing you are buying is going to sit underneath your intake, your contracts and your approvals.

Frequently Asked Questions
What does it cost to get help with Fillout, and what does it cost with Paperform?
On Fillout, priority support arrives with the Business plan at $89/month ($75 billed annually), and dedicated support is an Enterprise line item quoted by sales. Below that you are in the standard queue. Paperform puts live chat with the Customer Success team on every plan, moves to Priority on Pro at $59/month ($49 annually) and First Priority on Business at $149/month ($124 annually), with no onboarding or enablement charge produced at signature. That difference shows up in the ratings: Fillout's Capterra reviewers score support 3.8, Paperform's score it 4.7 on Capterra and 4.9 on GetApp.
What happens when my Fillout form passes 5,000 responses in a month?
You move to the Business plan at $89/month ($75 annually), which is where unlimited responses start, or you buy a bulk submission pack at a price Fillout does not publish. Starter caps at 2,000 responses and Pro at 5,000, so the step from Pro to Business is a 78% increase on the annual rate for software that has not changed. Paperform Pro at $49/month billed annually carries unlimited submissions within fair use, so a good month and a slow month produce the same invoice.
Does Fillout support PayPal or Square, or only Stripe?
Stripe only. Fillout is an official Stripe partner and takes card, ACH, Affirm and Stripe Link with no added platform fee, plus discount codes and free trials, but every payment form is tied to that one processor. Paperform connects five gateways: Stripe, PayPal, Square, Braintree and Google Pay, and adds tax calculation, quoting and refunds that Fillout does not have. If your finance team already reconciles PayPal or Square, Fillout means opening a Stripe account to take an order.
Is Fillout still an independent company, or is it part of Zite now?
Fillout is now presented as "Fillout (by Zite)" and the legal entity in the footer reads Restly, Inc. DBA Zite. Security documentation, the changelog and the AI credit pool have all moved under Zite, and the top published tier is a $300/month ($250 annually) Team bundle of Fillout plus the Zite app and database platform. Paperform was founded in 2016, is bootstrapped and profitable, and its three products were built under one roof. There is no parent brand to be migrated into and no second product's credit pool to reason about.
How much of Fillout's lead-generation feature set is included in the plan price?
Very little of it. Form abandonment recovery, drop-off notifications, Clearbit enrichment, lead scoring and routing, autofill, email validation, OTP verification, Google Maps address autocomplete and ad-platform conversion tracking sit in the Conversion Kit, an add-on at $100/month on top of a plan, with some parts requiring Business first. Fillout Business plus the Conversion Kit is $175/month on annual billing before anything is signed. Paperform Business is $124/month annually with Papersign eSignatures and Stepper workflows already in it.
Are Fillout and Paperform HIPAA compliant?
Neither one is. Fillout holds SOC 2 Type 2 and is GDPR compliant; Paperform holds SOC 2 Type II and is GDPR and CCPA compliant. Paperform does not sign Business Associate Agreements today, and Fillout does not list HIPAA either. If protected health information passes through your forms, neither product belongs on the shortlist and you should look at a vendor that will sign a BAA. Fillout does offer more residency choice at the top: Enterprise customers can pick US, EU, UK, Australian or Canadian hosting, and can configure submissions to live only in external storage.
