Best Free Form Builders for 2026

The best free form builder is Tally, which accepts unlimited forms and unlimited submissions at zero cost under a fair use policy, with logic, calculations and Stripe payments included. Fillout offers the most capable free feature set at 1,000 responses a month, and Google Forms remains the best free option for anything ending in a spreadsheet.

This page ranks free plans on their own terms. A free tier is judged here by what it actually lets you do before the bill starts: how many responses it accepts, how many people can edit, whether logic and calculations are switched on, whether it takes money, and what the compliance page says. Every limit below was read from the vendor's live pricing page on 22 September 2026.

The spread between the best and worst free plan is enormous. Tally takes unlimited submissions. Typeform takes ten a month. That is a factor of nothing-to-everything on the single dimension most people care about, and it means "has a free plan" tells you almost nothing on its own. Two tools on the list have no free plan at all and are covered at the end, because their licence model is genuinely competitive with a free tier once you look at the meter.

If you are past the free stage and comparing paid products, our full best form builders ranking weighs the same twelve tools on what happens after the free plan runs out.

#1 Tally — The Only Genuinely Unlimited Free Plan

Tally homepage
Tally's homepage. Unlimited forms and unlimited submissions on the free tier, subject to fair use.

Tally's free plan carries unlimited forms and unlimited submissions, which nothing else on this page offers alongside real functionality. It earns first place because the free tier is the product rather than a sample of it. Conditional logic, a formula editor, Stripe payments and subscriptions, e-signatures, answer piping, hidden fields, password protection, reCAPTCHA, 45+ languages and native Notion, Airtable and Google Sheets connections are all included at zero cost, as are Zapier, Make, n8n and webhooks.

The editor is the other reason it wins. Typing in Tally feels like typing in a Notion page, and a usable form exists about ninety seconds after you start. Hackceleration's 2026 review aggregated fifteen user reviews at an average of 4.9 out of 5, with speed and the free plan cited most often.

What free costs you is the Tally badge on every form, a single seat, and 10 MB file uploads. What no amount of money fixes is the compliance gap: no SOC 2, no SSO and no 2FA on any tier. Payments are Stripe only. The company was founded in 2020 and runs with fewer than ten people, so a load-bearing process deserves a second thought. Our Tally alternatives guide covers where teams go when that becomes a problem.

  • Free plan: Unlimited forms, unlimited submissions (fair use), 1 user, Tally branding.
  • Best for: Anyone who wants a good-looking, logic-capable form to run indefinitely without a card on file.
  • Key limitation: No SOC 2, no 2FA, Stripe-only payments and branding you cannot remove for free.

#2 Fillout — The Most Capable Free Feature Set

Fillout homepage
Fillout's homepage. 1,000 free responses a month and, unusually, unlimited free seats.

Fillout's free plan allows 1,000 submissions a month with unlimited forms and, rarest of all, unlimited seats. No other free tier on this page lets a whole team into the editor. Conditional logic, calculations, multi-page forms, answer piping, pre-fill, PDF generation, resume-in-progress, scheduling, Stripe payments, 50+ native integrations and API access are all live before you pay anything, and the platform holds SOC 2 Type II and GDPR compliance.

FreeFormBuilders called it one of the most polished free form builders available, and that matches what the tier actually contains. Someone running a recruitment pipeline, a client intake process or a multi-step application can operate on Fillout Free for a long time without hitting a wall that matters.

The wall arrives at the meter rather than the feature list. Starter at $15/month billed annually only doubles the response allowance to 2,000, Pro at $40 gets 5,000, and removing the cap entirely means Business at $75/month annual, an 87% jump. Branding removal is also parked on Pro, so the free forms carry a Fillout mark. Under the Zite rebrand the metering has spread to AI credits and workflow runs. The company was founded in 2022 and is not HIPAA compliant.

  • Free plan: 1,000 responses/month, unlimited forms, unlimited seats, Fillout branding.
  • Best for: Small teams who need several people in the builder and want paid-grade logic for nothing.
  • Key limitation: The response cap only lifts at $75/month, and a four-year track record.

#3 Google Forms — Unlimited Responses, Zero Friction

Google Forms homepage
Google Forms. Unlimited responses, no branding, no account to create if you already have Gmail.

Google Forms accepts unlimited responses for free with no vendor branding and no sign-up beyond a Google account. On raw volume it ties with Tally, and on trust it beats everything here: HIPAA under a Workspace BAA, SOC 2, ISO 27001, ISO 27701 and FedRAMP, because the form inherits Google's infrastructure posture. Responses land in Sheets, collaboration works the way every other Google document works, and quiz mode handles grading without a paid tier.

It sits third rather than first because the free tier stops at data collection. There are no payments, no calculation fields, around 20 native integrations, and customisation runs to a header image and a colour. Softr's 2026 comparison of Google Forms and Tally landed on the same split: Google wins on reach and reliability, Tally wins on what the form can actually do.

The honest recommendation stands. For a survey, an RSVP, a quiz or a sign-up sheet that ends in a spreadsheet, use Google Forms and spend the money elsewhere. Our Google Forms alternatives guide picks up at the point where the spreadsheet stops being the answer.

  • Free plan: Unlimited forms, unlimited responses, 15 GB shared Drive storage, no branding.
  • Best for: Surveys, quizzes, RSVPs and internal collection that ends in Google Sheets.
  • Key limitation: No payments, no calculations, and roughly 20 native integrations.

#4 Cognito Forms — Serious Calculations at Zero Cost

Cognito Forms homepage
Cognito Forms. A full formula engine, repeating sections and payments on the free Individual plan.

Cognito Forms puts a full calculation engine, repeating sections, data lookups and payment collection on its free Individual plan, capped at 100 entries a month. That combination is not available free anywhere else. If your form is really a quote calculator, an order sheet with line items or a registration with per-attendee pricing, this free tier does work that costs $40 or more a month elsewhere.

The 100-entry ceiling is the trade, and it arrives quickly on anything public-facing. Pro at $19/month billed annually raises it to 2,000 entries and two users, with additional users at $5 each per month and external collaborators sold in guest packs from $25 to $250 a month. That is four separate meters, and the free plan is the only tier where none of them has a bill attached.

Design control is the weak point reviewers return to. Website Planet praised the calculations and value while flagging the styling limits, and forms tend to look utilitarian without custom CSS, which is itself a Pro feature. Note that a live pricing experiment running since September 2026 means some visitors see a different tier lineup.

  • Free plan: Unlimited forms, 100 entries/month, 100 MB storage, 1 user, calculations and payments included.
  • Best for: Low-volume pricing calculators, order forms and registrations with real arithmetic behind them.
  • Key limitation: 100 entries a month, and design control that needs paid CSS to look modern.

#5 Jotform — Every Feature, Seven Meters

Jotform homepage
Jotform. The free Starter plan unlocks the whole feature set and then counts everything.

Jotform's free Starter plan switches on every feature the product has, then limits you to 5 forms and 100 submissions a month. Nothing is functionally locked: conditional logic, all 40+ payment gateways, 20,000 templates, the mobile apps and 150+ integrations are available on day one at zero cost. For evaluating whether a tool can do a job, that is the most useful free plan here.

For running a job, the counters make it hard work. Starter meters seven things at once: 5 forms, 100 submissions a month, 10,000 form views, 500 total stored submissions, 100 fields per form, 10 payment submissions and 10 signed documents. Hit any one and the forms stop. The 500-submission storage ceiling catches people particularly, since it is cumulative rather than monthly.

Free accounts are also not HIPAA covered, which matters because HIPAA is one of the main reasons people choose Jotform. That requires the Gold plan at $99/month billed annually. The company has been bootstrapped since 2006 and reported $144.9M in 2024 revenue, so the platform itself is not going anywhere.

  • Free plan: 5 forms, 100 submissions/month, 500 stored submissions, 1 user, all features unlocked.
  • Best for: Trialling advanced capability, or a handful of low-traffic forms that need an unusual payment processor.
  • Key limitation: Seven simultaneous meters, and no HIPAA coverage until $99/month.

#6 Microsoft Forms — Free Inside the Tenant You Already Pay For

Microsoft Forms homepage
Microsoft Forms. 200 responses per form on a personal account, five million per form inside Microsoft 365.

Microsoft Forms is free with a personal Microsoft account at 400 forms and 200 responses per form, and effectively unmetered inside a Microsoft 365 tenant at 5,000,000 responses per form. If your organisation already holds licences, the second number is the relevant one and the form costs nothing extra to run.

Ranking it sixth reflects who can actually use it well. The standalone free tier is thin, and the value only appears once Teams, SharePoint and Power Automate are in the picture, at which point you are inside a paid licence rather than on a free plan. Within that boundary it is excellent: quizzes, staff polls, room bookings and internal surveys need no procurement conversation and inherit HIPAA, SOC 2, ISO 27001, FERPA and FedRAMP coverage.

Outside the tenant it runs out fast. No payments, no calculation fields, close to no branding control and about 20 integrations. Anything customer-facing looks like an internal IT tool, because that is what it is.

  • Free plan: 400 forms, 200 responses per form on a personal account; 5,000,000 per form on Microsoft 365.
  • Best for: Internal quizzes, polls and staff surveys in an organisation already licensed for Microsoft 365.
  • Key limitation: No payments, no calculations, and nothing suitable for external audiences.

#7 Paperform — A Platform Trial Rather Than a Free Tier

Paperform homepage
Paperform's homepage. The free plan switches on all three products at 30 submissions a month.

Paperform's free plan allows 30 submissions a month, which is the second-smallest allowance on this page. On the measure this article is about, it loses to six tools ranked above it, and if an ongoing free form is what you need, Tally is the better choice and we would rather say so than argue the point.

What the tier does carry is unusual in a different direction. Seats are unlimited at zero cost, which only Fillout matches. All three products are switched on: Paperform for forms, Papersign for eSignatures at 3 signed documents a month, and Stepper for workflow automation with unlimited workflows and 5,000 automation credits. Payment and appointment submissions are unlimited within the 30-response ceiling across Stripe, PayPal, Square, Braintree and Google Pay, and forms, fields and views are uncapped. It is a functioning platform at a small volume rather than a stripped-down form builder.

The reason to pay is what the ceiling stops being. Pro is $59/month, or $49/month billed annually, and removes the submission limit entirely: unlimited responses and unlimited seats within fair use, so a campaign that works costs the same as one that does not. That is the argument. Jotform Bronze stops at 1,000 submissions, Typeform Basic at 100, Wufoo bills $0.05 per entry over its cap and SurveyMonkey $0.15, and every one of those bills grows because the business did. Paperform's does not.

Stated plainly: Paperform is not HIPAA compliant and signs no BAAs, so protected health data belongs with Cognito Forms or Jotform instead. It holds SOC 2 Type II, GDPR and CCPA, has 4,000+ integrations, and the company has been bootstrapped and profitable since 2016. The paid entry price of $49/month annual is higher than Tally, Fillout, Cognito Forms and Wufoo, with no cheaper rung below it.

  • Free plan: 30 submissions/month, unlimited forms and seats, 3 signed documents, 5,000 automation credits.
  • Best for: Testing whether one subscription can replace a form builder, a signature tool and an automation platform.
  • Key limitation: 30 submissions a month, no HIPAA, and the highest paid entry price in this group.

#8 Wufoo — A Free Plan From a Different Era

Wufoo homepage
Wufoo. Five forms, 100 entries and a ten-field ceiling on the free plan.

Wufoo's free plan gives you 5 forms, 100 entries a month and 10 fields per form. The field limit is the binding one. Ten fields covers a contact form and very little else, and it is the tightest structural restriction of any free tier here, well below Jotform's 100 and everyone else's unlimited.

The platform underneath is stable and holds SOC 2 and PCI DSS, and a Wufoo contact form built in 2015 is probably still collecting entries today. That reliability is the genuine argument for it. SurveyMonkey acquired Wufoo in 2011 for $35M and development has been quiet since, which shows in the absence of calculation fields on any tier and a free plan that has barely moved in a decade.

Paid tiers keep the meter running: 1,000 entries on Starter at $16.25/month annually, 5,000 on Professional at $33.25, and $0.05 for each entry past the line. Payments require Professional. Wufoo is not HIPAA compliant.

  • Free plan: 5 forms, 100 entries/month, 10 fields per form, 1 user, Wufoo branding.
  • Best for: A single short contact form on a site that does not need to change.
  • Key limitation: 10 fields per form, no calculations anywhere, and per-entry overage charges above the free tier.

#9 Typeform — Beautiful, and Almost Unusable for Free

Typeform homepage
Typeform. The free plan stops at 10 responses a month and 10 questions per form.

Typeform's free plan accepts 10 responses a month across 10 forms, with 10 questions per form. That is the smallest response allowance in this ranking by a wide margin, and Typeform does not even display the tier on its main pricing grid.

The product itself is the best in the category at what it does. One question at a time, beautifully rendered, with the company claiming 3.5x more responses than a standard form, and a certification list nothing else matches: HIPAA, SOC 2, ISO 27001, ISO 27017, ISO 27018, PCI DSS and, since June 2026, ISO/IEC 42001 for AI management. None of that is accessible on the free tier in any practical way.

Ten responses is a demo, not a plan, and the paid ladder above it keeps metering: 100 responses and 1 user on Basic at $28/month annual, 1,000 and 3 on Plus, 10,000 and 5 on Business at $91/month. Growth Flow at $266/month annual raises neither. If the conversational format is what you want without the meter, our Typeform alternatives guide covers the options.

  • Free plan: 10 forms, 10 responses/month, 10 questions per form, 1 user, Typeform branding.
  • Best for: Seeing what the conversational format feels like before deciding whether to buy it.
  • Key limitation: 10 responses a month makes the free tier a preview rather than a usable plan.

#10 SurveyMonkey — A Free Plan That Will Not Tell You Its Limit

SurveyMonkey homepage
SurveyMonkey. The Basic plan's response cap is now disclosed only after you create an account.

SurveyMonkey's free Basic plan allows unlimited surveys with 10 questions each, and a response cap the company no longer publishes. As of 22 September 2026 the pricing page states that you should sign up or log in to see exact response amounts, so the previously documented figure can no longer be verified before you register. A free plan whose main limit is only visible after sign-up is hard to recommend on its merits.

As a research instrument SurveyMonkey remains formidable, with crosstabs, block randomisation, A/B testing, thematic analysis and a 335M-person respondent panel, backed by 23,500+ G2 reviews and twenty-seven years of operation. None of that is in Basic.

The paid path tightened in 2026. The month-to-month Standard plan was removed in September, so every paid plan is now an annual commitment: Individual Advantage at $32/month annual with a 15,000 response-per-year cap, Team Advantage at $30 per user per month with a three-seat floor, and $0.15 for each response over the allowance. The company is owned by private equity firm STG.

  • Free plan: Unlimited surveys, 10 questions each, undisclosed response cap, 1 user.
  • Best for: A quick internal survey where the analysis matters more than the volume.
  • Key limitation: An unpublished free limit, and annual-only paid plans above it.

Two Worth Knowing That Have No Free Plan

Gravity Forms homepage
Gravity Forms. A flat annual WordPress licence with no submission meter at all.
Formstack homepage
Formstack. No free tier, a 14-day trial, and a $99/month entry price.

Gravity Forms has no free version, selling annual WordPress licences at $59 for one site, $159 for three, $259 for unlimited sites and $129 for registered nonprofits. Every licence carries unlimited forms, unlimited submissions and unlimited users, with the data sitting in your own WordPress database. At $59 a year it undercuts most paid tiers here and beats every free plan except Tally and Google Forms on headroom. The cost that is not on the price sheet is everything after the submission: each signature, approval or CRM sync is an add-on you install, host and patch yourself, calculations are merge-tag arithmetic, and there is no SOC 2 attestation or HIPAA compliance because the security posture is whatever your hosting is.

Formstack offers a 14-day trial and nothing free, starting at $99/month or $83/month billed annually, the highest entry price of any tool on this page. It is here because it answers requirements the free tools cannot: 300+ integrations, PCI-compliant payment fields, a Section 508 and WCAG 2.2 VPAT, TX-RAMP Level 2, and Salesforce-native form products. HIPAA is a paid add-on on top at an unpublished price, and the Forms plan meters one builder user, 25 forms and 1,000 submissions per form.

The Five Dimensions, Free Tier by Free Tier

Pricing and what "free" actually buys

Free submission allowances range from 10 a month to unlimited. Tally and Google Forms are unlimited, Fillout allows 1,000, Jotform, Cognito Forms and Wufoo allow 100, Microsoft Forms allows 200 per form, Paperform allows 30, Typeform allows 10, and SurveyMonkey no longer publishes its figure. Seats are the second axis and most free plans give you one: Fillout and Paperform are the only two with unlimited free seats. Formstack and Gravity Forms have no free plan.

Integrations and API

Native integration counts on free plans range from about 20 to 4,000-plus. Paperform lists 4,000+, Tally 1,000+ including its automation connectors, Jotform 150+, Typeform 120+, and Fillout, Cognito Forms and Wufoo sit around 50. Google Forms and Microsoft Forms have roughly 20 each and lean on Apps Script, Power Automate or Zapier for the rest. Webhooks and API access are free on Tally, Fillout and Cognito Forms, and gated behind paid tiers on Typeform and Wufoo.

Conditional logic and calculations

Every free plan here branches on an answer; four run a real formula engine. Cognito Forms, Tally and Fillout all include calculations at zero cost, and Jotform unlocks its logic engine on Starter. Paperform Free includes conditional logic and answer piping but reserves scoring and its Excel-style calculations for Pro, where formulas drive question and page visibility, conditional emails, integration payloads and success page content rather than just totalling an order. Google Forms, Microsoft Forms, Wufoo and SurveyMonkey have no calculation fields on any plan.

Payments

Five free plans accept money. Jotform Starter opens all 40+ of its processors but allows only 10 payment submissions a month. Paperform Free covers 5 gateways (Stripe, PayPal, Square, Braintree and Google Pay) with unlimited payment submissions inside its 30-response ceiling. Cognito Forms Individual supports Cognito Pay and Stripe, with Square and PayPal held back for Team. Tally and Fillout are Stripe only. Typeform, Wufoo and SurveyMonkey require a paid plan to charge anyone, and Google Forms and Microsoft Forms cannot take payments at all.

Compliance

Free plans inherit the platform's posture, and it varies more than anything else on this list. Google Forms and Microsoft Forms carry HIPAA under a BAA, SOC 2, ISO 27001 and FedRAMP. Typeform, Jotform, SurveyMonkey, Formstack and Cognito Forms are HIPAA capable on specific paid tiers but not on free accounts. SOC 2 is held by Paperform, Jotform, Typeform, SurveyMonkey, Formstack, Cognito Forms, Fillout, Wufoo, Google and Microsoft, and is absent from Tally and Gravity Forms. All twelve claim GDPR compliance. Paperform, Tally, Fillout, Wufoo and Gravity Forms are not HIPAA compliant at any price.

How We Ranked These Free Plans

Rankings weigh five criteria, applied identically to every free tier:

  1. Usable volume (35%): Monthly submissions, form counts, field limits and any cumulative storage ceiling. A plan that stops working in week one scored low regardless of its feature list. Undisclosed limits were treated as a mark against the vendor.
  2. Feature access (25%): Whether logic, calculations, payments, integrations, API access and file uploads are switched on without payment, or shown to you behind a lock icon.
  3. Team access (15%): Seats included at zero cost. Most free plans are single-user, and the two that are not stand out.
  4. Trust and compliance (15%): SOC 2, GDPR, HIPAA availability, 2FA and SSO, read from each vendor's published trust documentation rather than a marketing page.
  5. Upgrade path (10%): What the first paid tier costs, what it actually removes, and whether the pricing model keeps charging more as the forms succeed. A cheap first rung that doubles a meter scored below a higher rung that removes it.

Each free plan was tested against three jobs: a contact form, a public sign-up that might take a few hundred responses in a week, and a payment form with conditional pricing. Pricing and limits were read live from every vendor's pricing page on 22 September 2026.

If a free plan is a starting point rather than a destination, the pages worth reading next are our full form builder ranking and, for the two most-compared paid products, Paperform vs Typeform.

Frequently Asked Questions

What is the catch with an unlimited free form builder like Tally?

Two catches, and neither is a hidden charge. The first is branding: Tally's free plan carries a Tally badge on every form, and removing it costs $24/month on Pro. The second is compliance. Tally holds no SOC 2 attestation, offers no SSO and no 2FA on any tier including Business at $74/month, so an unlimited free plan is still a non-starter for anyone whose legal team reads a security questionnaire.

"Unlimited" is also governed by a published fair use policy rather than a hard number, which is normal and reasonable. It means very high volume becomes a conversation rather than a silent cut-off.

Which free plan lets me take payments without upgrading?

Five of them, all through Stripe or its equivalent. Tally includes Stripe payments and subscriptions on Free. Fillout includes Stripe on Free. Cognito Forms takes payments on its free Individual tier through Cognito Pay and Stripe. Jotform's free Starter plan opens all 40+ of its payment gateways but limits you to 10 payment submissions a month. Paperform's free plan allows unlimited payment and appointment submissions across Stripe, PayPal, Square, Braintree and Google Pay, though total submissions stop at 30 a month, which caps the whole thing anyway.

Typeform, Wufoo and SurveyMonkey gate payments behind paid tiers. Google Forms and Microsoft Forms cannot take money at all, at any price.

Is a free form builder safe for customer data?

It depends entirely on which one, and the spread is wider than the paid market. Google Forms and Microsoft Forms inherit the strongest posture on this page: HIPAA under a BAA, SOC 2, ISO 27001 and FedRAMP. Jotform free accounts sit on a SOC 2 and PCI DSS Level 1 platform but are explicitly not HIPAA covered until the Gold plan. Cognito Forms, Fillout, Wufoo, SurveyMonkey, Typeform and Paperform are all SOC 2 and GDPR compliant.

Tally is the outlier: GDPR compliant and EU-hosted, with no SOC 2 and no two-factor authentication. For protected health information, none of the free tiers here is the right answer. Use Cognito Forms Enterprise at $129/month billed annually or Jotform Gold at $99/month, and note that Paperform is not HIPAA compliant and signs no BAAs on any plan.

When is it worth paying instead of staying on a free plan?

The trigger is usually not volume. It is the second person, the second brand or the step after submit. Free plans are almost all single-user: Tally, Google Forms, Jotform, Cognito Forms, Wufoo, Typeform, Microsoft Forms and SurveyMonkey all give you exactly one seat, and Fillout and Paperform are the two exceptions with unlimited seats at zero cost.

The sharper trigger is the work that follows the response. A free form builder hands the signature to one vendor, the approval routing to another and the CRM sync to Zapier, and you hold the joins together. That stack has a real price and a real maintenance cost, and it is the point where a platform subscription starts to look cheap rather than expensive.

Why is Paperform ranked seventh on a list about free plans?

Because 30 submissions a month is a small allowance and we are not going to pretend otherwise. Tally, Google Forms, Fillout, Jotform, Cognito Forms and Microsoft Forms all accept more responses for free, and on volume alone Paperform loses to every one of them. If your requirement is a free form that runs indefinitely, use Tally.

What the free plan is actually for is trying the platform. All three products are switched on at zero cost, seats are unlimited, and the Excel-style calculation engine, the payment gateways and the workflow builder all work. The case for Paperform is the paid case: Pro at $59/month, or $49/month billed annually, with unlimited submissions and unlimited seats, so the bill stops tracking how well the form performs.

Do free form builders put their branding on my forms?

Every one of them except the two you already pay for indirectly. Tally, Fillout, Jotform, Cognito Forms, Wufoo, Typeform, SurveyMonkey and Paperform all display vendor branding on free forms. Google Forms and Microsoft Forms do not, because their business model is the Workspace or Microsoft 365 licence rather than the form.

The cheapest route to a clean form is Tally Pro at $24/month billed annually or Fillout Pro at $40/month. On Wufoo, branding removal arrives at Starter, $16.25/month annually, which is the lowest absolute price on this page, but that tier stops at 10 forms and 1,000 entries and has no calculation fields.

Which free form builders can run conditional logic and calculations?

Four free plans include a real formula engine rather than plain branching. Cognito Forms Individual has calculations, repeating sections and data lookups at zero cost, which is unmatched at the price. Tally Free includes a formula editor alongside branching and answer piping. Fillout Free includes conditional logic, calculations, PDF generation and pre-fill. Paperform Free has conditional logic and answer piping, with scoring and the Excel-style calculations engine reserved for Pro.

Jotform's free Starter opens every feature including logic. Google Forms, Microsoft Forms, Wufoo and SurveyMonkey branch on an answer but have no calculation fields at all, free or paid.

Are there good form builders with no free plan at all?

Two on this list, and both are worth knowing about. Formstack starts at $99/month, or $83/month billed annually, with a 14-day trial and no free tier. It buys 300+ integrations, PCI-compliant payment fields, TX-RAMP Level 2 and Salesforce-native form products. Gravity Forms has no free version either, selling annual WordPress licences from $59 for one site to $259 for unlimited sites, all with unlimited forms, submissions and users.

Gravity Forms is the interesting case for anyone allergic to monthly bills. $59 once a year with no submission meter beats most free plans on headroom, provided you already run WordPress and accept that hosting, patching and the compliance posture are yours.

  • Updated September 22, 2026 — Full rebuild against a live pricing re-audit of all twelve tools. Added Tally, Fillout and Formstack to the comparison set, reranked the free tiers around usable volume and free feature access, and updated Paperform's free plan (30 submissions/month, unlimited seats, all three products) following the September 2026 platform pricing change. SurveyMonkey's free response cap is no longer published and is recorded as undisclosed.
