Best Cognito Forms Alternatives for 2026

The best Cognito Forms alternative for most teams is Paperform at $49/month billed annually, because one subscription covers forms, Papersign eSignatures and Stepper workflow automation, replacing the form builder plus DocuSign plus Zapier stack that Cognito Forms leaves you assembling. For protected health information, Cognito Forms Enterprise remains the correct choice.

Cognito Forms is a serious piece of software that most people underrate. Its calculation engine has been the best in the category since 2013, repeating sections and data lookups handle line-item work that competitors punt on, it runs ongoing SOC 2 Type 2 audits, and its free Individual plan takes payments and allows 100 entries a month. Pro at $19 a month billed annually undercuts almost everything on this page. If you are one person building a pricing calculator, this article probably is not for you.

The reason people start looking is arithmetic. Cognito Forms bills for growth in four independent ways: entries, users, storage and guests each carry their own cap and their own overage. Pro stops at 2,000 entries and 2 users. Team at $39 a month annually gives you 10,000 entries and 5 users, extra people cost $5 each per month, and external collaborators come from guest packs that start at $25 a month for 50 and reach $250 for 2,500. Pass 10,000 entries and the next stop is Enterprise at $129 a month annually. Every one of those increases is triggered by the business doing better, and July 2026 moved the old monthly prices into the annual column, so the monthly list went up by roughly a third on top.

The second reason is the shape of the platform. Cognito Forms markets eSignatures, document generation, workflow tasks and a client portal, and they are real, but they arrive as tiers: signatures on Pro, document generation and the portal on Team. General multi-step automation is not there at all, so that job goes to Zapier, Make or Power Automate, which is a fourth vendor with a fifth meter. A team running a genuine process ends up holding a form builder, a signing tool and an automation subscription together by hand. Below we rank the alternatives that fix that, and say plainly where Cognito Forms still wins.

The Five Dimensions That Decide a Cognito Forms Replacement

Cognito Forms scores well on two of these and is structurally weak on two others. Here is where it lands against each alternative.

Pricing

Cognito Forms charges $24/month for Pro ($19 billed annually), $49 for Team ($39 annually) and $174 for Enterprise ($129 annually), with entries capped at 2,000, 10,000 and unlimited respectively and users capped at 2, 5 and 20. Additional users are $5 each per month and guest packs run $25 to $250 per month. Paperform Pro is $59/month, or $49 billed annually, with unlimited submissions and unlimited seats within fair use. Tally Pro is $24/month ($29 monthly) with both unlimited. Jotform Bronze is $34/month annually for 1,000 submissions and a single user. Typeform Basic is $28/month annually for 100 responses. Cognito Forms is the cheapest serious entry point here, and the one whose bill moves most as you grow.

Integrations & API

Cognito Forms lists around 50 integrations, a documented public REST API with scoped keys and OData feeds, webhooks, and a 2026 MCP connector on Pro and above. Most connections to the rest of your stack route through Zapier, Make or Microsoft Power Automate rather than a native connector. Paperform counts 4,000+ integrations with a REST API from Pro and a Business API on Business. Jotform has 150+ natives, Typeform 120+, SurveyMonkey 200+, and Google Forms roughly 20 inside Workspace. The API correction matters: Cognito Forms was long recorded as having no public API, and it does have one.

Conditional logic

Cognito Forms includes advanced conditional logic, a formula-based calculation engine, repeating sections and data lookups on the free plan, which is the strongest free logic offer in this group. The constraint is authorship rather than capability: reviewers consistently describe complex formulas as closer to scripting than form building, and there is no AI assistant for writing them. Paperform's calculations are Excel-style and run question and page visibility, conditional emails, integration payloads and success pages, with an AI assistant that writes the rule from plain language. Typeform gates advanced logic and calculations to Plus at $56/month annually. Google Forms offers only basic branching.

Payments

Cognito Forms supports four payment routes (Cognito Pay, direct Stripe, PayPal and Square) with PayPal and Square gated to the Team plan, no Braintree, no recurring subscriptions, no native refunds, and a 2.9% plus 30c fee on Cognito Pay transactions. Paperform supports five gateways (Stripe, PayPal, Square, Braintree, Google Pay) on every paid plan with subscriptions, coupons, tax rules, custom pricing, product management and refunds, and adds no transaction fee of its own. Jotform supports 40+ processors on every plan including free. Typeform and Tally are Stripe-only. Google Forms and SurveyMonkey take no payments at all.

Compliance (HIPAA / GDPR / SOC 2)

Cognito Forms is GDPR, HIPAA, CCPA and SOC 2 Type 2 compliant, with HIPAA and a BAA gated to the Enterprise tier at $129/month annually and SAML SSO gated to the same tier. It holds no ISO 27001 certification. Jotform, Typeform, Google Forms and SurveyMonkey are all HIPAA, GDPR, SOC 2 and ISO 27001 compliant. Paperform is SOC 2 Type II, GDPR and CCPA compliant with SAML SSO and enforced 2FA, but is not HIPAA compliant and signs no BAAs. Tally holds GDPR alone with no SOC 2, no HIPAA and no SSO at any tier. If PHI is in scope, Paperform and Tally are out.

#1 Paperform — Best for Replacing Three Subscriptions With One

Paperform homepage
Forms, Papersign eSignatures and Stepper workflow automation ship together on every Paperform plan, with nothing sold separately.

Count what a working Cognito Forms process actually costs. The form is Cognito, signatures need Pro, document generation and the client portal need Team, and the multi-step automation that ties the whole thing to your CRM is Zapier, Make or Power Automate on a separate invoice. For many teams there is a dedicated signing tool in there too, because DocuSign was bought before the form builder was. That is three vendors, three permission models, three renewal dates and three places to look when a submission does not reach the sales team on a Friday afternoon.

Paperform's answer is one subscription. Pro at $49 a month billed annually includes Paperform for forms, Papersign for eSignatures at 25 signed documents a month, and Stepper for workflow automation with unlimited steps and 20,000 automation credits. Business at $124 a month annually raises those to 100 signed documents, 100,000 credits, 10 workspaces, SSO and the Business API. A contract generated from submission data, sent for signature, and routed through an approval chain that updates your CRM is one product doing one job under one set of admins, with one vendor answering for the chain end to end. Against a Cognito Forms Team plan plus an automation subscription plus a signing tool, the comparison is not $39 against $49.

The payment side reinforces the same point. Cognito Forms can take a card; it cannot start a subscription, and PayPal and Square wait behind the Team plan. Paperform runs Stripe, PayPal, Square, Braintree and Google Pay on every paid plan with recurring billing, coupons, tax calculation, custom pricing rules, product management and refunds, and charges no transaction fee on top of the processor's own, where Cognito Pay adds 2.9% plus 30 cents. More than $173M has gone through Paperform forms. Add unlimited seats, unlimited submissions within fair use, 30,000+ templates and ten years of bootstrapped profitability, and the bill stops being a function of how well the business is doing.

  • Strengths over Cognito Forms: Papersign and Stepper in the same subscription rather than as tiers and add-ons, five payment gateways with subscriptions and refunds and no transaction fee, no entry or seat metering, custom domains, document-style editor with free text layout, AI calculations assistant and AI Insights, 4,000+ integrations, partial submission and drop-off analytics
  • Limitations: $49/month billed annually against Cognito Forms' $19, no HIPAA compliance and no BAAs, Stepper automation credits are metered, no client portal with customer logins, no mobile editor, a much smaller review footprint
  • Best for: Operators consolidating a form builder, a signing tool and an automation subscription into one platform with one admin surface

#2 Jotform — Best If HIPAA Should Not Cost $129 a Month

Jotform homepage
Jotform puts 40+ payment processors on every plan, including the free one, and HIPAA on Gold rather than at the top of the price list.

Jotform attacks the two places where Cognito Forms puts a gate. Payments: more than 40 processors on every plan including the free Starter tier, against Cognito's four routes with PayPal and Square held for Team. Compliance: HIPAA with a signed BAA on Gold at $99 a month billed annually, against Cognito Forms' Enterprise tier at $129 annually, plus ISO 27001, PCI DSS Level 1, FERPA and StateRAMP that Cognito does not carry. Founded in 2006 and still bootstrapped with 40 million users, it also has native iOS and Android apps for building forms and collecting responses offline, which Cognito Forms lacks entirely.

The catch is that Jotform does not solve the metering problem, it multiplies it. Where Cognito Forms counts four things, Jotform counts submissions, forms, form views, submission storage, fields per form and signed documents, and Starter through Gold are all single-user, so the moment a second person needs edit access you are in an Enterprise conversation. Bronze at $34 a month annually caps you at 25 forms and 1,000 submissions. Reviewers also find the interface cluttered after two decades of accumulated features, which is a genuine step sideways if you left Cognito Forms because the builder felt dense. Our Jotform alternatives page goes through the quota structure in detail.

  • Strengths over Cognito Forms: 40+ payment processors on every plan, HIPAA and a BAA at a lower tier, ISO 27001 and PCI DSS Level 1, 150+ native integrations, native mobile apps, approval workflows and a far larger template library, 50% nonprofit discount
  • Limitations: Meters six separate things including forms and form views, single-user on every self-serve tier where Cognito Pro includes two, cluttered editor, no repeating sections or client portal equivalent
  • Best for: Healthcare and payments-heavy teams who need the BAA and the gateway list without reaching Cognito Forms' Enterprise price

#3 Tally — Best for Escaping Entry Caps and Per-User Charges

Tally homepage
Tally removes both of Cognito Forms' most annoying meters at once: submissions and team members are unlimited on Pro.

If the entry counter and the $5-per-user line are what sent you looking, Tally deletes both for roughly the same money. Pro is $24 a month ($29 monthly) with unlimited submissions, unlimited team members, custom domains, custom email domains, workspaces with access management, partial submission tracking and drop-off analytics. It has conditional logic and a real formula editor on the free plan, a free AI builder that writes and fixes forms from a chat window, and an editor that people genuinely enjoy using, which is the opposite of the most common Cognito Forms complaint. It is EU-hosted, bootstrapped and run from Ghent.

What you lose is everything Cognito Forms built after the form. Tally has no document generation, no client portal, no approval workflows and no HIPAA, and crucially no SOC 2, no ISO 27001, no SSO and no 2FA at any tier including the $74 a month Business plan. Payments are Stripe only, so PayPal and Square disappear rather than moving tiers. Its calculation engine is capable but shallower than Cognito's repeating sections and cross-form lookups, and with a team of two to ten people behind it, there is no support tier to escalate to. Our Tally alternatives breakdown covers where that ceiling sits.

  • Strengths over Cognito Forms: Unlimited submissions and unlimited team members on Pro, custom domains and custom email domains, free AI form builder, modern block-based editor, partial submissions and drop-off analytics, EU hosting and data residency
  • Limitations: No SOC 2, HIPAA, SSO or 2FA at any tier, Stripe-only payments, no document generation or client portal, weaker calculation depth, a very small company behind it
  • Best for: Teams whose Cognito Forms pain is purely the quotas and the dated builder, with no compliance questionnaire in the way

#4 Typeform — Best When the Form Is Public-Facing Marketing

Typeform homepage
The presentation layer Cognito Forms never prioritised, sold on a response meter that is tighter than Cognito's.

Cognito Forms has no guided, one-question-at-a-time mode and no real answer to the objection that its forms look like internal tooling. Typeform is the other extreme: it invented the conversational format, claims 3.5x higher completion than standard forms, and is the reference implementation for a form you would put on a campaign landing page. It carries HIPAA on Business, ISO 27001, 27017, 27018 and ISO/IEC 42001, and roughly ten times Cognito Forms' review volume with about 1,000 G2 reviews.

Then the meter tightens rather than loosens. Basic at $28 a month annually allows 100 responses and 1 user, where Cognito Pro at $19 allows 2,000 entries and 2 users. Plus is $56 annually for 1,000 responses, Business $91 for 10,000 and 5 seats, and Growth Flow at $266 a month annually raises neither of those numbers. Advanced logic and calculations are gated to Plus, which is a hard sell to anyone who chose Cognito Forms for free-plan formula fields, and payments are Stripe only. It is also venture funded with $193M raised, a different risk profile from the products on this page that fund themselves. See our Paperform vs Typeform comparison for the detail.

  • Strengths over Cognito Forms: Conversational one-question format, best-in-class default design without CSS, three AI features including adaptive follow-ups, ISO 27001 and ISO/IEC 42001, 1,500+ templates, far larger review base
  • Limitations: 100 responses a month on Basic against Cognito's 2,000 entries, logic and calculations gated to Plus, Stripe-only payments, no repeating sections, seats capped on every plan
  • Best for: Marketing teams whose Cognito Forms problem is how the form looks in front of customers, with low response volumes

#5 SurveyMonkey — Best If Your Forms Are Actually Research

SurveyMonkey homepage
Analysis depth that Cognito Forms does not attempt, for work that ends in a report rather than a transaction.

Some Cognito Forms accounts are not really running forms at all. If your entries are feedback, NPS tracking, employee engagement or concept testing, the gap you feel is analysis, and Cognito Forms offers entry lists, exports and OData feeds with no analytics product behind them. SurveyMonkey answers that directly with cross-tabulation, sentiment analysis, industry benchmarks, MaxDiff and Van Westendorp price optimisation, an AI Analysis Suite you can query in plain English, 400+ methodologically sound templates and a 335-million-person response panel. It also carries HIPAA, SOC 2, ISO 27001 and PCI DSS 4.0.

It is the wrong tool for everything else. SurveyMonkey takes no payments of any kind, so any order form, registration fee or deposit you run through Cognito Forms has nowhere to go. Since September 2026 every paid individual plan is an annual commitment, Team plans require three users minimum and Enterprise five, and responses over the plan cap bill at 15 cents each, which is a harsher version of the overage model you are already trying to leave. Individual Advantage is $32 a month annually for 15,000 responses a year, not per month.

  • Strengths over Cognito Forms: Genuine survey analytics with AI analysis and crosstabs, built-in research methodologies, 400+ expert templates, 200+ integrations, a global respondent panel, 70+ languages
  • Limitations: No payments at all, annual commitment on every paid plan, 3-user minimum on Team, $0.15 per response over the annual cap, no calculations or repeating sections, no document generation
  • Best for: Insights and people teams whose Cognito Forms entries are research data waiting for an analysis tool

#6 Google Forms — Best If You Were Only Using the Free Tier Anyway

Google Forms homepage
Unlimited responses, real-time co-editing and a Workspace BAA, in exchange for logic, payments and design.

Cognito Forms' free Individual plan allows 100 entries a month and one user. If you have been living inside that and occasionally bumping the ceiling, Google Forms removes it for nothing: unlimited forms, unlimited responses, real-time multi-user editing of the same form, and HIPAA eligibility under an existing Workspace BAA from $7 per user per month on Business Starter, alongside SOC 2, ISO 27001 and FedRAMP through Google Cloud. For internal surveys inside an organisation that already pays for Workspace, it is a compliance answer with no procurement conversation attached.

It is a substantial downgrade in every direction that made Cognito Forms worth choosing. No calculations worth the name, only basic branching, no repeating sections, no data lookups, no payments of any kind, no custom domains, no document generation and around 20 integrations confined to the Google ecosystem. The AI features in Forms require Business Standard at $14 per user per month. Take this route only if you were using Cognito Forms as a free data collector. Our Google Forms alternatives page covers the upgrade paths when that stops being enough.

  • Strengths over Cognito Forms: Unlimited responses at no cost, real-time collaborative editing, HIPAA eligibility under a Workspace BAA, SOC 2, ISO 27001 and FedRAMP, admin controls and SSO through Workspace, zero learning curve
  • Limitations: No meaningful calculations or repeating sections, no payments, no custom domains or document generation, about 20 integrations, generic respondent experience, AI features need Business Standard
  • Best for: Internal data collection inside a Workspace organisation where presentation and logic do not matter

Verdict: Which Cognito Forms Alternative Should You Choose?

Cognito Forms is rarely abandoned because the product is bad. It is left because the pricing model charges for growth in four directions at once, and because the pieces that turn a form into a process arrive as tiers and third-party subscriptions rather than as part of the platform.

If that is your position, Paperform is the recommendation. One subscription at $49 a month billed annually covers forms, Papersign eSignatures and Stepper workflow automation, which is the form builder, the signing tool and the automation layer bought once instead of three times. Submissions and seats are unlimited within fair use, five payment gateways run subscriptions, coupons, tax and refunds with no transaction fee of Paperform's own, and SOC 2 Type II with SSO answers the security review. It costs more at the door than Cognito Forms Pro, and it should, because it is replacing more than one line on the invoice.

If the blocker is narrower, take the tool that removes it. Jotform when you need HIPAA and a long gateway list without Cognito's Enterprise price. Tally when the quotas and the dated builder are the whole complaint and no one is asking for SOC 2. Typeform when the form has to sell something in front of customers and volumes are low. SurveyMonkey when the entries were always research. Google Forms when you were on the free plan and the 100-entry ceiling was the only problem.

And if none of that is you, stay. A single person building pricing calculators with repeating sections, on a Cognito Forms client portal that customers already log into, is getting something genuinely hard to replace for $19 a month. The move is worth making when the form stops being the deliverable and becomes step one of a process with other people, other systems and a contract at the end of it. Paperform's 7-day trial needs no card.

Frequently Asked Questions

Why did Cognito Forms raise its prices in July 2026, and what changed?

The July 2026 pricing era moved the old monthly rates into the annual column. Pro, Team and Enterprise had been $19, $39 and $129 a month; those figures are now the annual prepay rates, and the new monthly list prices are $24, $49 and $174. That is an increase of roughly 26% to 35% for anyone paying month to month, with no change to the entry, user or storage quotas attached to each tier. A separate live experiment running since September 2026 tests a five-tier lineup with a new Business plan at $129 a month. If your renewal is coming up, price the tier you will actually be on in a year rather than the one you signed on. Paperform Pro is $59 a month, or $49 billed annually, with no entry quota and no seat quota underneath it.

Do I have to reach the Enterprise plan to get HIPAA compliance from Cognito Forms?

Yes. Cognito Forms is HIPAA compliant and will sign a BAA, but that capability is gated to the Enterprise tier at $174 a month, or $129 billed annually. Everything below it, including Team at $49, is outside the BAA. If protected health information is in scope for you, that is the real price of Cognito Forms and it is worth comparing against Jotform, which includes HIPAA and a BAA on Gold at $99 a month billed annually, or Google Forms, which is HIPAA-eligible under an existing Workspace BAA from $7 per user per month. Paperform is not HIPAA compliant and signs no BAAs, so it is not a candidate for PHI and we will not pretend otherwise.

Can I run recurring payments or memberships through a Cognito Forms order form?

No. Cognito Forms has no recurring billing or subscription support at any tier. A form can take a one-off payment through Cognito Pay, direct Stripe, or PayPal and Square from the Team plan upward, but it cannot start a retainer, a membership or a payment plan, and there is no native refund handling. Cognito Pay also charges 2.9% plus 30 cents per successful transaction on top of your plan. Paperform runs five gateways (Stripe, PayPal, Square, Braintree and Google Pay) with subscriptions, coupons, tax calculation, custom pricing rules, product management and refunds, and takes no transaction fee of its own on top of the processor's. More than $173M has been processed through Paperform forms.

Why do PayPal and Square require the Team plan on Cognito Forms?

Cognito Forms treats gateway choice as a tier feature rather than a baseline one. Cognito Pay and direct Stripe are available on every plan level, while PayPal, Venmo and Square start on Team at $49 a month ($39 annually), which is the same tier that unlocks document generation and the client portal. For a small business whose customers expect PayPal at checkout, that turns a payment preference into a plan upgrade. Jotform is the outlier in the other direction with more than 40 processors available on every plan including the free one. Paperform puts all five of its gateways on every paid plan with nothing held back for a higher tier.

What does it cost to add people to a Cognito Forms account?

Users are capped at 1 on Individual, 2 on Pro, 5 on Team and 20 on Enterprise, with additional users at $5 per user per month. External collaborators are separate again: guest packs run from $25 a month for 50 guests up to $250 for 2,500, with $100 per additional 1,000 after that, and guests are not available on Individual or Pro at all. A team of eight on Team is therefore $39 annually plus $15 for the extra three, before any guest access. Paperform has no per-seat charge on any plan and no guest packs, and one seat covers forms, Papersign and Stepper, so a person who uses all three counts once. Tally also includes unlimited team members on its paid plans.

Can I put Cognito Forms on my own domain?

No, at any price. Cognito Forms has no custom domain support and no custom form URLs, so published forms live on cognitoforms.com regardless of tier, and notification emails cannot come from your own sending domain either. Removing Cognito branding requires Pro, and matching your brand beyond that means writing custom CSS in the Pro theme editor. Paperform runs forms on your own domain ($20 per month per domain on Pro, one included on Business) and gives you free text layout with images, video, custom HTML and CSS, so the branded result is what the editor produces rather than what a stylesheet rescues. Tally also includes custom domains and custom email domains on Pro at $24 a month annually.

Is the Cognito Forms MCP connector a substitute for AI inside the product?

Not really, and it is worth understanding the difference before you count it as an AI feature. The 2026 MCP connector, available on Pro and above, lets Claude or ChatGPT create forms, manage entries and analyse submissions from outside Cognito Forms. That means your response data travels to an external model and the answer lands in a chat window rather than beside the form. Cognito Forms still has no AI calculations assistant and no native in-product report insights, and its AI form generator is widely reported as slow. Paperform generates forms, writes Excel-style calculation rules from a plain description, and summarises responses into readable reports with AI Insights, all in the product where the data already sits.

Are Cognito Forms calculations better than the alternatives?

The calculation engine is the single best reason to use Cognito Forms and it has been since 2013. Repeating sections, data lookups between forms and formula fields handle line-item order forms and nested pricing that most competitors cannot. The recurring complaint is who can use it: reviewers describe the syntax as closer to scripting than form building, which routes every logic change back to one technical person. Paperform's calculations are Excel-style and equally deep, and they drive question and page visibility, conditional emails, integration payloads and success page content rather than only producing a number. The AI calculations assistant writes the formula from a description, so the person who owns the process can own the logic too.

Who owns Cognito Forms, and how stable is it as a long-term platform?

Cognito Forms was founded in 2013 in Columbia, South Carolina, is a company of roughly 11 to 50 people, and is private-equity backed rather than bootstrapped or venture funded. Thirteen years of operation is a genuine stability signal, and the product has not lurched in direction. The trade-off is pace: 2026 brought AI form generation, an AI support chatbot, the MCP connector and Cognito Pay, but the core builder and the design system have moved slowly, and private-equity ownership tends to show up as price increases before it shows up as features. The July 2026 increase is consistent with that. Paperform was founded in 2016 and has been bootstrapped and profitable throughout, and shipped Papersign and Stepper into the existing subscription rather than as new tiers.

What is the cheapest way to replace Cognito Forms if I only need entries and logic?

Look at Tally first. Pro is $24 a month ($29 monthly) with unlimited submissions, unlimited team members, conditional logic and a formula editor, which removes the entry cap and the per-user charge in one step, though Tally holds no SOC 2, no HIPAA and no SSO at any tier. Google Forms is free and unlimited if you can live without payments and design control. Paperform has no sub-$49 rung, so it is the more expensive move and only worth making if the forms feed signatures, payments or a multi-step process. Does anything replace the Cognito Forms client portal?

Not directly, and it is fair to say so. The client portal, where customers log in to submit forms, see previous submissions and track progress, is genuinely uncommon and it is a real reason to stay on Cognito Forms. It does require the Team plan at $49 a month ($39 annually), alongside document generation and approval workflows. The nearest equivalent elsewhere is assembling it: a form platform, a signing tool and an automation layer that keeps the customer informed. Paperform covers that assembly in one subscription through Papersign and Stepper, with conditional emails and status updates driven from the submission, but there is no hosted portal with a customer login, and if that portal is the workflow you should keep it.
