Fillout vs Wufoo: Which Is Better in 2026?

Fillout and Wufoo both meter your submissions, but Fillout gives far more product for the money: multi-page logic, calculations, scheduling, signatures and unlimited seats from $15/month annually. Wufoo wins on price at tiny volumes and on payment processor choice. Both lack HIPAA. Neither removes the meter, which Paperform does.

This is a sixteen-year age gap in a single comparison. Wufoo launched in 2006, was bought by SurveyMonkey in 2011 for $35M, and has spent most of the last decade as a maintained line item in someone else's portfolio. Fillout launched in 2022, raised a seed round, and has since been folded into Zite, a broader app and database platform that now owns its docs, its changelog and its AI credits. One product stopped moving; the other is still deciding what it is.

What they share is the billing model, and it is the thing most buyers underestimate. Both charge you more as your forms succeed. Wufoo counts entries at five tiers and bills $0.05 for each one over the line. Fillout counts responses too, with unlimited only appearing at $75 a month annually. The question is not which meter is friendlier but how much product sits behind each one.

Quick Verdict

Choose Fillout if:

  • The form needs multiple pages, real branching or calculations
  • More than one person needs to edit, since seats are unlimited
  • You want scheduling, PDF generation or signatures in the same product
  • Data has to land in Airtable, Notion or a CRM natively
  • You want a builder released this decade

Choose Wufoo if:

  • You need PayPal or Authorize.net rather than Stripe alone
  • The form is a simple contact or registration form that will not change
  • Volume is genuinely low and $195 a year is the whole budget
  • Your procurement team wants a vendor with a nineteen-year track record
  • PCI DSS appears on your security questionnaire

The Numbers That Decide It

Pricing

Wufoo runs $195/year for Starter at 1,000 entries and one user, $399 for Professional at 5,000 entries and five users, $999 for Advanced at 25,000 entries, and $2,523 for Ultimate at 200,000. Fillout runs $19/month ($15 annually) for Starter at 2,000 submissions, $49 ($40) for Pro at 5,000, and $89 ($75) for Business with unlimited submissions, with unlimited seats on every tier including free.

Integrations and API

Both list 50+ integrations. The difference is what they connect to: Fillout's are native and modern, covering Airtable, Notion, HubSpot, Salesforce, Slack, Calendly and Google Sheets, with Zapier, Make, webhooks and a REST API available on the free plan. Wufoo's API is unusually open for a legacy product, with 100 requests a day on free scaling to 100,000 on Ultimate, but its native connector list has not kept pace.

Conditional logic

Wufoo caps conditional logic at 50 rules per form, and at 3 rules on the free plan, with no calculations, scoring or answer piping at any price. Fillout includes conditional logic, page-level branching, calculations and answer piping on its free tier. This is the widest functional gap between the two.

Payments

Wufoo supports 3 payment processors, Stripe, PayPal and Authorize.net, but only from Professional at $399/year. Fillout supports 1, Stripe, from Starter at $15/month annually, with card, ACH, Affirm and Stripe Link behind it plus discount codes and subscriptions. Cheaper entry on Fillout, wider processor choice on Wufoo.

Compliance

Neither product is HIPAA compliant and neither signs BAAs. Fillout is SOC 2 Type 2 and GDPR compliant, offers SAML SSO on Enterprise, and lets enterprise customers pick a hosting region from the USA, EU, UK, Australia or Canada. Wufoo is GDPR, CCPA, PCI DSS and SOC 2 compliant, has no SSO and no enterprise tier at all, with Ultimate at $2,523/year as the ceiling.

Feature Comparison

Read this table for the shape of the gap rather than the row count. Wufoo's feature set was competitive when it was assembled and has stayed roughly where it was, while Fillout arrived with the current baseline already built in.

Where Fillout Wins

Fillout
Fillout — forms, scheduling, PDF generation, payments, workflows and signatures under one product.

Six product areas where Wufoo has one

Fillout's homepage sells forms, scheduling, PDF generation, payments, workflows and signatures as separate tabs, and each of those is a thing Wufoo asks you to buy elsewhere. A hiring form that books the interview, generates the offer PDF and captures a signature is a single Fillout build. On Wufoo it is a form, a Calendly subscription, a document tool and a signing tool, plus whatever glue holds them together.

Logic that does not run out

The 50-rule ceiling in Wufoo is the limit most teams hit first, and the workaround is ugly: split one process across three forms and reconcile the entries afterwards. Fillout's free plan already gives branching across pages, calculations and answer piping. For a grant application, a multi-step quote or a conditional intake questionnaire, this difference decides the comparison before price enters it.

Nobody pays for a seat

Every Fillout tier carries unlimited team members, including the free one. Wufoo allows one user on Free and Starter, five on Professional, 20 on Advanced and 60 on Ultimate, so the sixth colleague who needs access costs the jump from $399 to $999 a year. For a marketing team of eight running low volume, Wufoo's cheap-looking Starter plan is not available to them at all.

An AI assistant inside the builder

Fillout ships Form Agent, a chat assistant in the editor that adds and edits fields and pages, sets up logic, writes calculations and adjusts the theme, alongside AI form, survey and quiz generators. Wufoo has no AI features of any description. Worth knowing before you lean on it: Form Agent draws from a shared monthly Zite credit pool, so it is a budgeted resource rather than an unlimited one.

The compliance answer is at least current

Fillout's SOC 2 Type 2 certification, 256-bit AES encryption, SAML SSO on Enterprise and choice of hosting region across five countries make it a serviceable answer to a modern security questionnaire, which is unusual for a company three years old. Wufoo has no SSO on any plan and no enterprise tier to escalate to, which stops a lot of procurement conversations outright.

Where Wufoo Wins

Wufoo
Wufoo — a 2006 form builder, acquired by SurveyMonkey in 2011 and still running.

Three payment processors instead of one

This is the clearest thing Wufoo does better. Fillout is a Stripe shop and nothing else, so a business whose finance team runs on PayPal or Authorize.net cannot use it for orders without opening a Stripe account. Wufoo's Professional tier takes all three. The cost of that flexibility is the tier itself at $399 a year, and a 5,000-entry cap that turns a good sales month into a $0.05-per-order overage.

It has been here since 2006

Nineteen years in market, three million users, and customers including Amazon, Disney and the American Red Cross. For a buyer whose main risk is that the vendor disappears, that history has real value, and Wufoo's core function has been stable for years precisely because nobody is rewriting it. Fillout is three years old, seed funded, and mid-rebrand into a parent platform. Both of those risk profiles are legitimate concerns; they are just opposite ones.

Simplicity with no learning curve

Wufoo rates 4.3 to 4.4 for ease of use across G2, Capterra and GetApp, and the reason is that there is not much to learn. Someone who needs a contact form live in ten minutes and will never touch it again is well served. Fillout reviewers, by contrast, note that its calculations and integrations take time to master, which is the usual price of having them.

API access on the free plan

Wufoo has offered REST API access at every tier since long before it was common, starting at 100 requests a day on Free and reaching 100,000 on Ultimate. Developers wiring a simple form into an internal system can do it without paying. Fillout also exposes an API on free, so this is now parity rather than an advantage, but it speaks to how the product was built.

Where Fillout Falls Short

  • Every tier under $75 caps responses: 2,000 on Starter, 5,000 on Pro, and clearing Pro means an 87% jump to Business or bulk submission packs at an unpublished price.
  • Stripe only: no PayPal, Square or Braintree, so your processor is chosen for you.
  • Analytics sit behind the same door as volume: conversion tracking, drop-off data and partial submissions all require Business at $75/month annually.
  • Lead-gen essentials are a $100/month add-on: abandonment recovery, lead enrichment and routing, autofill, email validation and ad conversion tracking come in the Conversion Kit, not in any plan.
  • Custom domains need Business: along with custom code injection and the HTML block.
  • Thin and softening review record: 30 G2 reviews at 4.6, four Capterra reviews at 4.0, and Trustpilot down to 3.5 across 48 reviews, with recent complaints about automated systems flagging accounts.
  • Split identity: the product is now Fillout by Zite, with credits, docs and the $250/month Team bundle belonging to the parent platform.
  • Small template library: fine for occasional builds, thin for a team standing up its fortieth form.

Where Wufoo Falls Short

  • Overages on top of caps: $0.05 per entry past the tier limit, on every paid plan.
  • Seats are rationed: one user on Starter, five on Professional, and a plan upgrade every time the team grows.
  • Logic stops at 50 rules: three on free, and no calculations, scoring or answer piping to support it.
  • No modern form features: no AI creation, no save and resume, no guided one-question mode, no signature field, no booking field.
  • Payments locked to Professional: $399 a year before the first order.
  • Ten fields per form on free: the limit sits on the form itself rather than on volume.
  • Development has stopped: release notes end at August 2020.
  • Support rates 3.8 to 3.9: email only, and sold as a tier feature through expedited and priority upgrades.
  • No SSO, no enterprise tier, no data residency: Ultimate at $2,523 a year is the top of the product.
  • Dated design: reviewers consistently describe both the builder and the published forms as looking old.

Pricing Comparison

Wufoo publishes annual totals and Fillout publishes monthly rates, which makes the two price lists harder to compare than they should be. Normalised to a monthly figure, Wufoo Starter is $16.25 and Fillout Starter is $15, so the entry points are effectively level. What you get for the money is not.

What Users Say

Wufoo
4.32 / 5 (718 reviews)
G2 4.2 (296)
Capterra 4.4 (222)
GetApp 4.4 (200)
Fillout
4.07 / 5 (95 reviews)
G2 4.6 (30)
Capterra 4 (4)
Trustpilot 3.5 (48)
ProductHunt 5 (13)

Wufoo has the deeper record by an order of magnitude: 296 G2 reviews at 4.2, 222 on Capterra at 4.4 and 200 on GetApp at 4.4, with ease of use praised almost universally and support scored at 3.8 to 3.9. Formester's 2026 review frames it as a legacy tool with a reliable core, dated interface and no AI capability, which matches what reviewers write themselves. Fillout's sample is much smaller and has drifted downward over the year, from 4.6 on G2 across 30 reviews to 3.5 on Trustpilot across 48, with recent complaints about automated systems wrongly flagging accounts. Filip Konecny's independent review weighs whether Fillout's paid tiers justify their price and lands on a qualified yes.

Consider Paperform

Both of these products charge you more when your forms do well, and that is the tradeoff neither one resolves. Wufoo bills $0.05 an entry past the cap and rations seats on top. Fillout removes the cap only at $75 a month annually and sells the lead-gen features most marketers want as a $100 add-on. Paperform does not meter either number: submissions and seats are unlimited on every paid plan within fair use, so the busiest month costs what the quietest one did and the tenth colleague costs nothing.

It also settles the two capability arguments this matchup leaves open. Where Wufoo stops at 50 logic rules and has no calculations at all, Paperform's calculations are Excel-style and reach past arithmetic: a formula can decide which questions and pages appear, what a conditional email says, what gets pushed to an integration and what the success page shows, with an AI assistant to write the formula from a plain-English description. Where Fillout ties every order to Stripe, Paperform takes payments through Stripe, PayPal, Square, Braintree and Google Pay, with products, subscriptions, coupons, tax, quotes and refunds built in. One subscription covers three products: Paperform for forms, Papersign for eSignatures at 25 signed documents a month on Pro and 100 on Business, and Stepper for workflow automation. Support is in the seat price rather than an enablement fee, and reviewers rate it 4.7 to 4.9.

Say the price difference plainly: Pro is $59/month, or $49 billed annually, and Business is $149, or $124 annually, with SSO, 10 workspaces and the Business API. Wufoo Starter at $16.25 a month and Fillout Starter at $15 both undercut that, and Paperform has no cheaper paid tier. For a single low-volume contact form, either of them is the right call. Paperform is built for the operator running real multi-step processes across 4000+ integrations and 30,000+ templates, from a bootstrapped and profitable company that has been shipping since 2016. On compliance it is SOC 2 Type II, GDPR and CCPA, and like both products here it is not HIPAA compliant and signs no BAAs. The trial is seven days with no card. For the wider field see our full form builder ranking, or the dedicated Wufoo alternatives and Fillout alternatives pages.

The Verdict

Fillout is the better product, clearly. Multi-page logic, calculations, scheduling, PDF generation, signatures, an AI builder and unlimited seats, against a form builder whose last dated release note is from 2020. At comparable entry prices, the amount you get for $15 a month on Fillout is not in the same category as $16.25 on Wufoo.

Wufoo is defensible in two situations. You need PayPal or Authorize.net and Stripe is not an option, or you are a single user with a simple, stable form and a procurement process that prefers a nineteen-year-old vendor to a three-year-old one. Outside those cases the feature gap is hard to argue past.

The thing worth noticing is what both answers cost you as you grow. Wufoo's meter starts at 100 entries and never stops; Fillout's stops at $75 a month, after which the lead-gen add-on and the Zite credit pool pick up where it left off. Teams who expect volume to climb, and who would rather not renegotiate their form budget every time a campaign works, should price Paperform against both before signing.

Frequently Asked Questions

Is Fillout or Wufoo cheaper for 3,000 submissions a month?

Fillout, and by a wide margin. Three thousand responses puts you on Fillout Pro at $49/month, or $40 billed annually, with unlimited seats included. On Wufoo the same volume needs Professional at $399 a year, which caps entries at 5,000 and allows five users. The gap widens as volume climbs: Wufoo charges $0.05 for every entry past a tier limit, so 8,000 entries on Professional adds $150 to the bill before you upgrade, while Fillout Business at $89/month ($75 annually) stops counting responses entirely.

Does Wufoo have conditional logic as capable as Fillout’s?

No. Wufoo caps branching at 50 rules per form, with the free plan limited to 3, and reviewers regularly report splitting one form into several to work around the ceiling. Fillout includes conditional logic, page-level branching and calculations on its free tier with no rule count published. Wufoo also has no calculations, no scoring and no answer piping, so any logic that depends on a computed value has to happen outside the form.

Which one can take payments on the cheapest paid plan?

Fillout. Payment questions unlock on Fillout Starter at $19/month ($15 annually) and run through Stripe, including card, ACH, Affirm and Stripe Link, with discount codes and free trials. Wufoo gates payment collection to Professional at $399 a year, though once you are there it supports three processors rather than one: Stripe, PayPal and Authorize.net. If PayPal specifically is a requirement, Wufoo is the only one of the two that offers it.

Is Wufoo still being developed under SurveyMonkey?

Barely, on the public evidence. Wufoo was acquired by SurveyMonkey in 2011 and its release notes page still ends at August 2020, six years without a dated product update, with no AI features of any kind. Fillout has the opposite problem: founded in 2022, it now trades as Fillout by Zite, with help docs, security pages, the changelog and the AI credit pool moved to a parent app platform. One product has stopped changing; the other is changing shape.

Are Fillout and Wufoo HIPAA compliant?

Neither is. Fillout holds SOC 2 Type 2 and GDPR compliance and states no HIPAA support. Wufoo is GDPR, CCPA, PCI DSS and SOC 2 compliant and explicitly does not support HIPAA or sign BAAs. If protected health information is in scope, both are out, and you should be looking at Jotform or Formstack instead.

Does either tool handle eSignatures and workflow automation?

Fillout does, partially. Signature questions are available from Starter and workflow runs are counted against Zite plan limits, with the substantial quotas sitting in the $300/month Team bundle ($250 annually). Wufoo has no eSignature capability and no workflow builder beyond notification emails and integrations, so matching Fillout there means adding a second and third vendor.
