Cognito Forms vs Jotform vs Wufoo: Which Form Builder Wins in 2026?
Cognito Forms wins on calculations and logic at $19/month billed annually. Jotform wins on breadth, with 40+ payment processors, 150+ integrations and HIPAA on Gold, from $34/month annually. Wufoo is the cheapest and the thinnest at $195 a year. All three meter what grows, so pick by the work, then check the caps.
This is a shortlist of three mature products rather than three fashionable ones. Cognito Forms has been building logic-heavy forms since 2013, Jotform since 2006, and Wufoo since 2006 under SurveyMonkey ownership from 2011. Nobody arrives here looking for the prettiest form. They arrive with a process that has rules in it, a budget that is not enormous, and a question about which of these three will still be doing the job in two years.
What follows compares all three on the five things that settle the purchase: price and how it scales, integrations and API access, conditional logic, payment processors, and compliance. Figures are current as of September 2026. The verdict at the end is a decision tree, because the three genuinely serve different work.
Quick verdict: who each one is for
Cognito Forms
Best for: small teams whose forms are really spreadsheets in disguise, where repeating sections, lookups and formula fields matter more than how the page looks.
Jotform
Best for: a single operator who needs a specific capability on demand: an unusual payment gateway, offline mobile collection, Salesforce, or HIPAA with a BAA.
Wufoo
Best for: a handful of stable, low-volume forms on a small budget, where nothing has changed about the requirement in years and nothing is expected to.
Three products at three different ages
The homepages tell you most of the story before any feature table does. Cognito Forms leads with building powerful forms, Jotform leads with the breadth of what it can do, and Wufoo leads with being easy for every organisation.

The five dimensions that decide it
Each block below stands on its own. If you only read one, read the one that matches whatever is blocking the decision.
Pricing
Wufoo Starter is $195 a year ($16.25/month equivalent), Cognito Forms Pro is $19/month billed annually, and Jotform Bronze is $34/month billed annually. Cognito's ladder runs Pro $19, Team $39 and Enterprise $129 on annual billing, metering entries at 2,000, 10,000 and unlimited, plus users, storage and guest packs as separate lines. Jotform runs Bronze $34, Silver $39 and Gold $99 annually, metering submissions, forms, form views, stored submissions, fields per form and signed documents at once. Wufoo runs Starter $195, Professional $399, Advanced $999 and Ultimate $2,523 a year, with a $0.05 charge per entry over the limit. Cognito Forms is the best value of the three on paper, and its 4.7 Capterra rating for value backs that up.
Integrations & API
Jotform lists 150+ native integrations, Cognito Forms and Wufoo roughly 50 each, and all three publish a REST API. Cognito Forms routes most connections through Zapier, Make or Power Automate, with OData feeds and a documented API for custom work. Wufoo's API is unusually open for the price, available even on the free plan at 100 requests a day and scaling to 100,000 a day on Ultimate, though it has no Make connector. Jotform is the only one here with an AppExchange-listed Salesforce integration, which matters if that is where your records live. On all three, real multi-step automation is a fourth subscription with its own task meter.
Conditional logic
Cognito Forms and Jotform both include conditional logic and calculations on their free plans; Wufoo caps branching at 50 rules, allows 3 on free, and has no calculation engine. Cognito's formula fields, repeating sections and cross-form lookups are the deepest of the three and the reason most of its users picked it, with the tradeoff that complex expressions feel like writing code. Jotform's logic is easier to reach and harder to maintain, since dozens of stacked rules accumulate in one panel. Wufoo users report splitting a single process across several forms to work around the rule ceiling, then reassembling the data by hand.
Payments
Jotform supports 40+ payment processors from its free plan, Wufoo supports 5 but only from Professional at $399 a year, and Cognito Forms supports 4, with PayPal and Square held back for Team. Cognito Pay, its built-in Stripe-powered processor, runs on every tier at 2.9% + 30c and adds Apple Pay and Google Pay. Jotform charges no platform fee on top of the gateway, then meters payment submissions at 100, 250 and 1,000 a month by tier. Neither Wufoo nor Cognito Forms supports recurring billing, so a membership, retainer or payment plan cannot start from the form. Wufoo also has no products, coupons or tax rules.
Compliance (HIPAA / GDPR / SOC 2)
Cognito Forms and Jotform are HIPAA compliant with a BAA on their top self-serve tiers; Wufoo is not HIPAA compliant and signs no BAA. All three are GDPR, CCPA and SOC 2 compliant. Cognito Forms puts HIPAA on Enterprise at $129/month annually and adds PCI-compliant payments and ADA/Section 508 accessibility, hosted on Azure. Jotform puts HIPAA on Gold at $99/month annually and carries the widest set of attestations here: ISO 27001, PCI DSS Level 1, FERPA, StateRAMP and HECVAT, with data residency and SSO on Enterprise. Wufoo has SOC 2, PCI DSS and GDPR, no SSO at any tier and no enterprise plan to escalate to.
Cognito Forms: the strongest logic on the shortlist, in a utilitarian wrapper
Cognito Forms is what you buy when the form has arithmetic in it. Formula fields, repeating sections that behave like tables, and lookup fields that read entries from another form give it a data model closer to a small application than a questionnaire. All of that is on the free Individual plan alongside conditional logic, Stripe payments and 100 entries a month, which is an unusually capable zero-dollar offering. Paid tiers add electronic signatures on Pro, then document generation, approvals and a client portal on Team at $39/month annually. Very few competitors ship a client portal at all. Capterra reviewers give it 4.7 overall and 4.7 for value from 216 reviews.
Two things temper it. The first is design: the builder is dense, the output is functional rather than branded, there are no custom domains at any price, and getting a modern look means writing and maintaining CSS. The second is the shape of the bill. Entries, users, storage and guests are each metered with their own overage, so a team of eight taking 12,000 entries a month is paying for Team, three extra users at $5 each, a guest pack the first time an outside reviewer needs access, and eventually the jump to Enterprise. A 2026 refresh brought AI form generation, an MCP connector for Claude and ChatGPT, and Cognito Pay, though reviewers report the AI generator is slow, and there is still no AI analysis of responses inside the product.
Jotform: the widest toolkit here, sold one meter at a time
Jotform has more surface area than the other two combined. 40+ payment gateways, 150+ integrations, 20,000+ templates, native iOS and Android apps that collect offline, plus Tables, Sign, Approvals, Report Builder and AI Agents built on the same platform. Every feature is unlocked on the free Starter plan and only the limits move as you pay, which is a genuinely fair structure. It holds 4.7 on G2 from 5,595 reviews and the #1 Online Form Builder position there, and it is bootstrapped and profitable after twenty years, so the roadmap is not answerable to an investor clock. Nonprofits and schools get 50% off paid tiers.
The catch is what you pay for and how much of it works. Six separate meters run at once, and the month a campaign lands is the month Bronze's 1,000 submissions run out and the form stops accepting responses rather than charging an overage. Even Gold caps you at 100 forms, which is a strange thing to ration. Seats are the sharper problem: every self-serve tier is a single-user plan, so the second editor is a sales conversation. The review text is consistent about the rest, with widgets and advanced logic behaving inconsistently and support queues running slow, which is what maintaining this much product for 40 million users looks like from the inside.
Wufoo: cheap, stable, and standing still
Wufoo does the basic job well and has done it the same way for a long time. The builder is simple enough that people finish their first form in minutes, ease of use rates 4.3 to 4.4 across review platforms, 400+ templates cover the common cases, and the API is open from the free plan at 100 requests a day. Customers include Amazon, Disney, Microsoft and Harvard, and the platform's reliability is rarely the complaint. At $195 a year for Starter it is the cheapest paid plan on this page, and for a contact form, a simple registration or an internal request queue that is a sensible purchase.
Everything past that is a gap. No calculations, no scoring, no answer piping, no save and resume, no signature field, no booking field, no AI of any kind. Conditional logic stops at 50 rules. Payments require Professional at $399 a year and cannot handle products, subscriptions, coupons or tax. There is no HIPAA and no SSO. Support is email only and rates 3.8 to 3.9. The most telling fact is the public release notes, which end in August 2020, and the ownership: SurveyMonkey acquired Wufoo in 2011 for $35M, and a parent with a bigger product to feed has not invested since. Nineteen years in market reads as stability rather than as momentum, and buying a platform is a bet on who is still building it.
Pricing comparison
Read the caps before the headline numbers. Cognito Forms meters four things, Jotform meters six, and Wufoo meters entries and then invoices you $0.05 for each one past the line.

What users say
The volumes matter as much as the averages. Jotform's 4.7 on G2 comes from 5,595 reviews, by far the largest body of public evidence here, and the recurring complaints are support speed, form caps and widgets that misbehave. Cognito Forms sits at 4.5 on G2 and 4.7 on Capterra from 216 reviews, with its highest sub-scores on value and support, and its criticism concentrated on the dense builder and the learning curve for complex logic. Wufoo is the weakest of the three at 4.2 on G2 and 4.4 on Capterra, dragged down by support at 3.8 and value at 3.9, which is a pointed result for the cheapest product on the list.
The verdict: a decision tree
- Choose Cognito Forms if the form is fundamentally a calculation: quoting, pricing, scoring, order lines in repeating sections, or data pulled from another form. Take Pro at $19/month annually if two users and 2,000 entries cover you, Team at $39 for document generation and the client portal, and accept that the result will look plain unless somebody writes CSS.
- Choose Jotform if the requirement is a specific capability rather than a specific look: a regional payment gateway, offline collection on a phone, Salesforce, FERPA or StateRAMP paperwork, or HIPAA with a BAA on Gold. Budget for the tier above the one you think you need, because the meters move before the features do, and plan for one named owner since the plans are single-user.
- Choose Wufoo if you want the cheapest paid plan for a few simple, low-volume forms, you need nothing built after 2020, and no part of the process involves calculations, signatures, health data or more than 50 logic rules. It is a reasonable purchase inside that boundary and a poor one outside it.
- Choose none of them if the form is step one of a process that keeps going after submission, or if you need two of these strengths in the same product. That case is the section below.
The pattern across all three is worth naming. Each one charges you more as the thing you built starts working: Wufoo by the entry, Jotform by six separate ceilings, Cognito Forms by entries, seats, storage and guests together. None of them is unusual in that. It is simply what most of this market does.
Resolving the tradeoff: where Paperform fits
The tradeoff on this shortlist is that depth, breadth and price each arrive with a meter attached. Paperform takes the other position: submissions and seats are unlimited within fair use on paid plans, forms are not capped, and there is no per-seat line anywhere. Pro is $59/month, or $49/month billed annually, which is above Cognito Forms Pro at $19 and Jotform Bronze at $34 and roughly three times Wufoo Starter. For one person sending one straightforward form, Cognito Forms at $19 is the better purchase and we would say so. The case for the difference is what the invoice does in the year the business grows: the same $49 covers the eighth colleague and the 120,000th submission.
The second argument is that the customer should never be the integration. Matching what a real process needs on any of these three means a form builder, a signing tool and an automation platform, which is three renewal dates, three permission models and three places to look when something breaks at 2am. One Paperform subscription covers forms, Papersign for eSignatures and Stepper for workflow automation on every plan. Pro includes 25 signed documents a month, unlimited workflow steps and 20,000 automation credits; Business at $124/month annually adds 100 signed documents, 100,000 credits, SSO, the Business API and 10 workspaces. Automation credits are the one thing Paperform meters, which is worth checking against your volume before you commit. Support is in the seat price rather than sold as an enablement package, and reviewers rate it 4.7 to 4.9.
On capability, Paperform's calculations are Excel-style and go where Cognito's stop: one formula can decide which questions and pages appear, which conditional emails fire, what reaches an integration and what the success page says, and an AI assistant writes the formula from a plain-language description, so the ops lead who owns the process owns the logic too. The document-style editor puts prose, images, video and questions in one flow, and Guided Mode renders the same form one question at a time on a phone. Payments run through Stripe, PayPal, Square, Braintree and Google Pay with products, subscriptions, coupons, tax and refunds. There are 4000+ integrations, 30,000+ templates, SOC 2 Type II, GDPR and CCPA, a 7-day trial with no card, and a company that has been bootstrapped and profitable since 2016. One concession without hedging: Paperform is not HIPAA compliant and signs no BAAs, so protected health data belongs on Cognito Forms Enterprise or Jotform Gold.

Frequently Asked Questions
Which is cheaper to start, Cognito Forms, Jotform or Wufoo?
Wufoo Starter is the cheapest paid plan of the three at $195 a year, $16.25 a month equivalent, followed by Cognito Forms Pro at $19/month billed annually and Jotform Bronze at $34/month annually. The ranking inverts as soon as volume enters the picture. Wufoo charges $0.05 for every entry past your monthly allowance, Cognito Forms bills extra users at $5 each and guest access in packs from $25/month, and Jotform simply stops accepting responses when the submission cap is reached. Read the caps before the headline price, because all three of these bills move with your results.
Does Cognito Forms or Jotform have better calculations and conditional logic?
Cognito Forms has the deeper calculation engine, Jotform has the more available one. Cognito's formula fields, repeating sections and data lookups have been the product's identity since 2013, and reviewers routinely name calculations as the reason they chose it. The cost is syntax that reads closer to scripting than form building, so the work tends to route back to one technical person. Jotform gives you question-level logic and a calculation widget on the free Starter plan, but complex rules pile up in a conditions panel that nobody can read six months later. Wufoo is not in this conversation: it caps branching at 50 rules and has no calculations at all. For the two-way detail see Cognito Forms vs Jotform.
Can Wufoo take payments, and how does it compare to Jotform and Cognito Forms?
Wufoo takes payments through five processors (Stripe, PayPal, Authorize.net, Square and Braintree) but only from the Professional plan at $399 a year, and it has no products, no subscriptions, no coupons and no tax rules around them. Jotform supports more than 40 processors from the free plan, then meters the payment submissions themselves: 100 a month on Bronze, 250 on Silver, 1,000 on Gold. Cognito Forms runs Stripe and its own Cognito Pay at 2.9% + 30c on every tier, and holds PayPal and Square back for Team at $39/month annually, with no recurring billing anywhere. If you sell subscriptions, Jotform is the only one of the three that can.
Which of Cognito Forms, Jotform and Wufoo is HIPAA compliant?
Cognito Forms and Jotform are HIPAA compliant with a BAA; Wufoo is not and will not sign one. Both gate it to their top self-serve tiers: Cognito Forms Enterprise at $129/month billed annually, Jotform Gold at $99/month annually or Enterprise. All three are GDPR, CCPA and SOC 2 compliant, and Jotform adds ISO 27001, PCI DSS Level 1, FERPA and StateRAMP, which is the strongest security paperwork on this shortlist. Paperform is not HIPAA compliant and signs no BAAs, so for protected health information the answer here is Cognito Forms or Jotform.
How many people can use each plan on Jotform, Cognito Forms and Wufoo?
Jotform is the tightest: every self-serve tier from Starter to Gold is a single-user plan, with limited sub-users, and genuine multi-user access means an Enterprise quote. Cognito Forms includes 1 user free, 2 on Pro, 5 on Team and 20 on Enterprise, with extras at $5/user/month and outside collaborators consuming guest packs that start at $25/month for 50. Wufoo allows 1 user on Free and Starter, 5 on Professional, 20 on Advanced and 60 on Ultimate, so the sixth colleague moves you from $399 to $999 a year. Every one of these is a charge for hiring.
Is Wufoo still being developed, and how does that compare to Jotform?
Wufoo's public release notes stop at August 2020, six years without a dated product update, and it has shipped no AI features of any kind. It was acquired by SurveyMonkey in 2011 and the roadmap now belongs to a parent with a larger product to feed. Jotform is the opposite case on this shortlist: founded 2006, bootstrapped, profitable, 40+ million users, and a steady stream of releases including Jotform AI in March 2026. Cognito Forms sits in between, adding AI form generation, Cognito Pay and an MCP connector in 2026 after several quiet years. Age is a strength when the company is still shipping; Wufoo's age reads as stability without momentum.
What should I use if I want Cognito Forms calculations with Jotform breadth and no meters?
None of the three sells that, which is the honest conclusion here. Paperform is the consolidation answer: Excel-style calculations that drive question and page visibility, conditional emails, integration payloads and success pages, an AI assistant that writes the formula from a plain description, 4000+ integrations, five payment gateways with subscriptions and tax, and no submission or seat meter on paid plans. Pro is $59/month, or $49/month billed annually, which is above all three at the door. Head-to-head numbers are in Paperform vs Cognito Forms, Paperform vs Jotform and Paperform vs Wufoo.
