Best Form Builders for Large Businesses in 2026

For most large businesses the best form builder is Paperform, because seats and submissions are unlimited on paid plans and SAML SSO is published at $124/month billed annually instead of quoted. Choose FormAssembly instead when intake requires HIPAA, PCI DSS Level 1 or FedRAMP High, none of which Paperform holds.

A large business buys form software differently from a startup. The deciding numbers are not features; they are how many people need access, how the vendor charges for those people, whether identity management is a checkbox or a contract negotiation, and what the security questionnaire comes back with. We ranked eight platforms against those questions for organisations in the 500 to 5,000 employee range. Pricing and compliance data was read from each vendor's live pages on 22 September 2026.

One pattern shapes the whole ranking. At this size, the two variables that grow fastest are headcount and submission volume, and most of these vendors bill for both. Formstack's Forms plan includes one builder user. FormAssembly's Enterprise tier includes five. Typeform stops at five on every published plan, including the $266/month one. Jotform's entire self-serve lineup is single-user. Each of those caps turns a routine internal rollout into a renegotiation, which is why seat economics is weighted heaviest below.

If your procurement runs through a formal vendor security review and a custom SLA, our enterprise form builders ranking takes that further. Teams below 100 people should start with best form builders for small businesses instead, and the unrestricted list lives at best form builders.

#1 Paperform — Best When Headcount and Volume Both Grow

Paperform homepage
Paperform's homepage. Forms, Papersign eSignatures and Stepper workflow automation arrive in one subscription.

Paperform earns the top spot on a single structural fact: it is the only platform in this ranking where neither seats nor submissions appear on the invoice. Pro is $59/month, or $49/month billed annually. Business is $149/month, or $124/month annually. Both carry unlimited team members and unlimited submissions under a fair use policy, and a seat covers all three products, so a person using forms, signatures and workflows counts once.

That matters more at 800 employees than at 8. When finance, HR, legal, marketing and customer operations all want form access, a per-seat platform turns a departmental rollout into a budget submission. Here the 400th login costs the same as the first. Business adds the administrative layer a large organisation needs around that: 10 workspaces, admin and user roles with per-member and per-product access, SAML SSO, enforced 2FA, the Business API, bring-your-own S3 storage, and billing by invoice or purchase order. Enterprise adds custom roles, audit trails and data residency in the EU or Australia.

The capability case rests on the calculation engine and the platform bundle. Formulas are Excel-style and they drive question and page visibility, conditional emails, what each integration receives and what appears on the success page, which is how a quote configurator or a routing rule gets built without developer time. Payments run through five gateways with subscriptions, coupons, tax rules and inventory handled in the form. Papersign turns a submission into a contract and files the signed copy against the original response, 100 signed documents a month on Business. Stepper runs the approval chain behind it. That is one renewal date and one support contact instead of three vendors and a person whose job is holding them together. Integrations number 4,000-plus.

Paperform is SOC 2 Type II, GDPR and CCPA compliant. It is not HIPAA compliant, signs no BAAs, and holds no ISO 27001 certificate, so regulated health intake and ISO-gated procurement both belong elsewhere on this page. The company was founded in 2016, is bootstrapped and profitable, and support is included in the seat price rather than sold as an onboarding fee, which is a meaningful contrast with the $3,000 and $7,000 enablement charges further down this list.

  • Pricing: Pro $59/month, $49 billed annually. Business $149/month, $124 annually, with SSO. Enterprise on quote.
  • Best for: Multi-department organisations where access has to spread and volume has to grow without a renegotiation.
  • Key limitation: No HIPAA, no BAAs, no ISO 27001, and automation credits are metered above the plan allowance.

#2 FormAssembly — Best for Regulated and Salesforce-Native Intake

FormAssembly homepage
FormAssembly. The broadest compliance coverage of any form builder, sold entirely through a sales conversation.

FormAssembly holds the widest compliance coverage of any platform here: HIPAA with a BAA on Atlas Enterprise, PCI DSS Level 1, SOC 2, ISO 27001, FERPA, GLBA, 21 CFR Part 11, TX-RAMP, and a FedRAMP High authorized Gov Cloud environment that no other form builder offers. If your security questionnaire contains any of those acronyms, this section is the ranking and the rest is reading.

The Salesforce connector is the other reason large organisations land here. It handles multi-object writes, dynamic picklists, prefill from existing records and Agentforce, which is a different depth of integration from a CRM field mapping. Southwest Airlines, Amazon, CVS Health and Harvard University are published customers. Every tier advertises unlimited forms, unlimited responses and unlimited storage, so volume is genuinely not a billing lever, and the Fai assistant will build a form from a PDF, an image or a conversational prompt on any plan.

Two things keep it at second. Seats are capped at 1 standard user on Explorer, 3 on Team and 5 on Enterprise, with additional licences sold individually, so a broad internal rollout is expensive by design. And as of September 2026 FormAssembly publishes no price at all: the $59/month Explorer rate it advertised through mid-year is gone, all four tiers route to a demo booking, and integrations including Salesforce now sit in the add-on column alongside workflows, document generation and the analytics suite. Budgeting for it means booking a call. Our FormAssembly alternatives guide covers where teams go when the compliance list turns out to be shorter than they thought.

  • Pricing: No free plan, no published price on any tier. 14-day trial, no card required.
  • Best for: Healthcare, higher education, financial services and government intake that runs into Salesforce.
  • Key limitation: Seats capped at 1, 3 and 5; integrations, workflows and document generation are all add-ons.

#3 Jotform — Best Breadth for a Multi-Department Rollout

Jotform homepage
Jotform. Twenty thousand templates and 40-plus payment processors, with a meter on nearly every dimension.

Jotform supports 40-plus payment processors, 150-plus native integrations and roughly 20,000 templates, which is the largest surface area in this ranking. For an organisation standardising one tool across fifteen departments with fifteen different requirements, that catalogue is a genuine operational advantage: facilities, HR and events each find something close to what they need rather than commissioning a build.

The compliance sheet holds up for a large buyer too, covering HIPAA, SOC 2, ISO 27001, PCI DSS Level 1, FERPA, StateRAMP and HECVAT, and the company is unusually solid financially. It has been bootstrapped since 2006 and reported $144.9M in revenue for 2024. Jotform Tables and Jotform Approvals add a database layer and routing on top of the form itself.

It ranks below the two above it because of how it is sold to a large team. Starter, Bronze, Silver and Gold are all single-user, so the moment a second person needs edit access you are in an Enterprise quote, and Enterprise is priced per user. Below that, almost every dimension carries a cap: submissions, forms, form views, submission storage, fields per form, payment submissions and signed documents. Gold at $129/month, or $99 billed annually, is where HIPAA unlocks, with 100 forms and 10,000 submissions a month. The breadth is real and the metering is relentless, and at large-business scale you will meet the meters quickly.

  • Pricing: Free Starter. Bronze $39/month, $34 annually. Silver $49/$39. Gold $129/$99 with HIPAA. Enterprise per user, on quote.
  • Best for: Organisations that need one tool to cover wildly different departmental use cases.
  • Key limitation: Every self-serve tier is single-user, and seven separate meters sit under the price.

#4 Formstack — Best for Document-Heavy Approval Chains

Formstack homepage
Formstack. Forms, document generation and signing, with the bundle priced at $250/month annually.

Formstack's Suite plan bundles form building, document generation and eSignatures for $299/month, or $250/month billed annually, with 250 document deliveries a month included. For a large business whose core process is collect, generate, approve and sign, that pipeline works well and has been doing so for years. The platform carries 300-plus integrations, PCI-compliant payment fields, TX-RAMP Level 2, a Section 508 and WCAG 2.2 VPAT, and Salesforce-native form products with custom pricing. Cleveland Clinic, the NHL and Netflix are named customers.

What holds it back at this size is the number of joints it meters. The entry Forms plan at $99/month, or $83 annually, includes one builder user, 25 forms and 1,000 submissions per form. Suite raises that to three users, 100 forms and 5,000 submissions per form. HIPAA is a paid add-on on both plans at a price Formstack does not publish, which is an awkward answer to give a compliance officer. SSO and unlimited users require Enterprise, also unquoted.

There is a roadmap question too. The document and signature products arrived largely through acquisition and the seams occasionally show, and parent company Intellistack has since launched a separate CLM product line aimed higher up the market. Independent reviews, including Signeasy's 2026 assessment, consistently praise the automation while flagging the price and a dated interface. See Formstack alternatives or our Paperform vs Formstack breakdown.

  • Pricing: No free plan. Forms $99/month, $83 annually. Suite $299/$250. Enterprise on quote.
  • Best for: Operations teams whose submissions have to become documents and then signatures.
  • Key limitation: One user on the entry plan, three on Suite, and HIPAA priced privately on top.

#5 HubSpot Forms — Best If HubSpot Is Already the System of Record

HubSpot Forms homepage
HubSpot Forms. Lead capture wired directly into the CRM record, priced as part of Marketing Hub.

HubSpot Forms places unlimited forms and unlimited submissions on every tier including the free one, with 1,600-plus integrations across the wider platform. For a large business already running HubSpot as its CRM, the case is straightforward: submissions land on the contact record with no mapping layer, progressive profiling shortens repeat forms, and smart fields adapt to what the CRM already knows about the visitor. No standalone form builder can replicate that without a sync.

The pricing curve is where large buyers should slow down. Forms only become capable at Marketing Hub Professional, which is $890/month, or $800/month on an annual commitment, with three Core Seats included and a required $3,000 one-time onboarding fee. Enterprise, which is where SAML SSO, advanced permissions and data residency live, is $3,600/month with five seats and a $7,000 onboarding fee. Additional seats run $45 and $75. AI and agent usage now draws on metered HubSpot Credits at $9 per 1,000 beyond each plan's allowance, so the headline understates the real number.

As a form product it is deliberately narrow. There are roughly 15 CRM-bound field types, no calculation fields, no appointment booking and no eSignature, and HIPAA support is Enterprise-only under a BAA that covers specified services. Heyflow's 2026 alternatives roundup makes the same observation from the outside. Use it for lead capture, and pair it with something that can quote, calculate and sign.

  • Pricing: Free (2 users). Starter $20/seat/month. Professional $890/$800 plus $3,000 onboarding. Enterprise $3,600 plus $7,000 onboarding.
  • Best for: Marketing organisations whose forms exist to feed the HubSpot CRM.
  • Key limitation: No calculations, no scheduling, no eSignature, and the capable tier costs $800/month before onboarding.

#6 Typeform — Best for Brand-Facing Capture, Worst Seat Ceiling

Typeform homepage
Typeform. The strongest certification list on this page, attached to the tightest published seat limits.

Typeform is the most certified product in this ranking, holding HIPAA, SOC 2, ISO 27001, ISO 27017, ISO 27018, PCI DSS and, since June 2026, ISO/IEC 42001 for AI management systems. A procurement team that scores vendors on attestations will rate it above Paperform, and that is a fair call. The one-question-at-a-time format also remains the best-performing pattern in the category for short, high-intent capture, which is why brand and demand-generation teams keep asking for it by name.

For an organisation of this size the published plans simply do not scale. Basic at $39/month, or $28 annually, allows 100 responses a month and one user. Plus allows 1,000 and three. Business at $129/month, or $91 annually, allows 10,000 and five. Growth Flow at $379/month, or $266 annually, costs nearly three times Business and raises neither figure; the premium buys enrichment, Smart Insights and automations. Anything beyond five seats is an Enterprise conversation.

The functional gaps compound that. Payments are Stripe only, calculations require Plus or above, and the native integration catalogue is around 120 against Paperform's 4,000-plus. Typeform is a good product being sold in a shape that suits a marketing team of three rather than a company of three thousand.

  • Pricing: Free (10 responses/month). Basic $39/month, $28 annually. Plus $79/$56. Business $129/$91. Growth Flow $379/$266.
  • Best for: Campaign and brand teams running polished, low-volume capture inside a larger company.
  • Key limitation: Five seats and 10,000 responses is the published ceiling, at any price.

#7 SurveyMonkey — Best for Company-Wide Research Programmes

SurveyMonkey homepage
SurveyMonkey. Twenty-seven years of survey methodology, now sold on annual commitments only.

SurveyMonkey is a research instrument rather than a form builder, and for engagement surveys, customer satisfaction programmes and brand tracking at scale it is the strongest tool on this page. Crosstabs, block randomisation, A/B testing, thematic analysis, multilingual surveys and access to a 335-million-person respondent panel are capabilities nothing else here attempts. Twenty-seven years of operation and 23,000-plus G2 reviews give a risk committee plenty to read.

The commercial terms turned harder in 2026. Every paid plan is now an annual commitment; the month-to-month Standard plan was withdrawn in September. Team Advantage is $30 per user per month with a three-seat minimum, so the floor is $1,080 a year for 50,000 shared responses, and Team Premier is $92 per user per month for 100,000. Enterprise, which carries SAML SSO and HIPAA, now states a five-seat minimum. Responses over the annual allowance cost $0.15 each, which is a strange line item to explain when a survey performs well.

As operational software it is a poor fit. There are no calculation fields, payment support is thin, and the product is owned by private equity firm STG, which is usually a signal about the direction of future renewals. Run your research here and your business processes somewhere else.

  • Pricing: Free Basic. Individual Advantage $32/month annual. Team Advantage $30/user/month, three-seat minimum. Enterprise on quote, five seats minimum.
  • Best for: Insights and people-analytics teams running formal, recurring research.
  • Key limitation: Annual-only commitments, $0.15 per-response overages, and no calculation fields.

#8 Microsoft Forms — Best Free Internal Option You Already Own

Microsoft Forms homepage
Microsoft Forms. Already licensed, already inside the tenant, and strictly for internal work.

Microsoft Forms is included with every Microsoft 365 licence and accepts 5,000,000 responses per form on paid tenants, across up to 400 forms per account. For an internal poll, a training quiz or a facilities request in a company already standardised on Microsoft 365, it costs nothing extra, needs no procurement cycle, and inherits the tenant's identity, retention and compliance posture, including HIPAA under a BAA, SOC 2, ISO 27001, FERPA and FedRAMP. For that job we would not recommend buying anything.

It is last here because a large business runs on more than internal polls. There are no payment fields, no calculation fields, almost no branding control, around 20 native integrations, and no signature step. Anything customer-facing looks like an internal Microsoft tool because it is one. The workflow after the submission needs Power Automate, the contract needs a separate signature vendor, and both of those are licensed per user on top of the M365 seat you already bought. That assembly is the real cost of the free option, and the person maintaining it works for you.

  • Pricing: Free with a personal Microsoft account (200 responses/form). Included in Microsoft 365 Business Basic from $7/user/month annual; E3 $39, E5 $60.
  • Best for: Internal surveys, quizzes and polls inside an existing Microsoft 365 tenant.
  • Key limitation: No payments, no calculations, no signatures, and no realistic external branding.

The Five Dimensions That Decide It at Scale

Pricing and seat model

Paperform is the only platform here with unlimited seats and unlimited submissions on a published paid plan, at $49/month billed annually for Pro and $124 for Business. HubSpot charges $20 to $75 per seat, SurveyMonkey $30 to $92 per user with a three-seat floor, Jotform gives one user on every self-serve tier, Formstack one on Forms and three on Suite, FormAssembly 1, 3 and 5 by tier, and Typeform a maximum of five on any published plan. Microsoft Forms is bundled into an M365 licence you are already paying per user for. Price the third year at triple volume, not the first month.

Integrations and API

Native integration counts across this group run from about 20 to 4,000-plus. Paperform lists 4,000+, HubSpot 1,600+ across the platform, Formstack 300+, SurveyMonkey 200+, Jotform 150+, Typeform 120+, and Microsoft Forms roughly 20. FormAssembly's catalogue is narrower and, as of September 2026, sold as an add-on on every tier, with Salesforce included in that. API access is available on every paid platform here, with Paperform's Business API and Jotform's Enterprise API the ones most often used for programmatic form provisioning.

Conditional logic and calculations

All eight branch on an answer; four run a calculation engine and four do not. Paperform's Excel-style formulas control question and page visibility, conditional emails, integration payloads and success pages, which is enough to build a quoting tool. Formstack has calculating fields, Jotform has widget-based calculations, and FormAssembly supports formula fields and conditional workflows. Typeform gates calculations behind Plus at $56/month annual. HubSpot Forms, SurveyMonkey and Microsoft Forms have no calculation fields at all, which rules all three out of dynamic pricing, scoring and eligibility routing.

Payments

Jotform leads on processor count with 40-plus. Paperform supports five (Stripe, PayPal, Square, Braintree and Google Pay) with subscriptions, coupons, tax rules and inventory handled inside the form and no transaction fees on top. Formstack offers five through PCI-compliant payment fields, and FormAssembly processes under PCI DSS Level 1, the highest payment security certification on this page. Typeform and HubSpot Forms are Stripe only. SurveyMonkey's payment support is thin, and Microsoft Forms takes no payments at all.

Compliance

Seven of the eight can be made HIPAA compliant: FormAssembly, Formstack, Jotform, Typeform, SurveyMonkey, Microsoft Forms and HubSpot at Enterprise only. Paperform cannot, and signs no BAAs. All eight claim GDPR compliance and all eight hold SOC 2. ISO 27001 is held by FormAssembly, Jotform, Typeform, SurveyMonkey and Microsoft, and is absent from Paperform, Formstack and HubSpot itself. FormAssembly alone offers FedRAMP High. If your security questionnaire is the first gate rather than the last, that sentence shortens the shortlist before anyone opens a form builder.

How We Ranked These for Large Businesses

Five weighted criteria, applied identically to all eight platforms and scored for an organisation of 500 to 5,000 people:

  1. Seat and volume economics (30%): What happens to the invoice when a second department joins and submissions triple. Per-seat pricing, seat caps, submission caps and per-response overages all scored down. Published, flat pricing scored up, because a number you can budget is worth more at this size than a discount you have to negotiate annually.
  2. Compliance and identity (25%): HIPAA and BAA availability, SOC 2, ISO 27001, PCI DSS, FedRAMP, plus whether SAML SSO, enforced 2FA, role-based access and data residency are purchasable without a quote. Taken from each vendor's trust documentation rather than its marketing pages.
  3. Workflow depth (20%): How far the product goes past collection on its own. Calculation engines, document generation, eSignatures and approval routing included in the subscription scored highest; handing each of those to a separate vendor scored lowest, because that assembly is a cost and a maintenance burden the price sheet never shows.
  4. Administration and governance (15%): Workspaces, folder and asset sharing, granular permissions, audit trails, consolidated billing, and purchase-order or invoice payment. These are the things that decide whether a rollout survives contact with a finance team.
  5. Vendor stability (10%): Company age, ownership, funding model, profitability and visible development momentum. Bootstrapped and profitable scored highest; recently acquired or private-equity-held products with quiet changelogs scored lowest.

Each platform was assessed against four jobs a large business actually runs: a branded customer intake form, a multi-department internal request workflow with approvals, a payment or quoting form with dynamic pricing, and a contract that has to be generated and signed off the back of a submission. Pricing was read live from each vendor's pricing page on 22 September 2026. Where a vendor geo-serves currency or publishes no price at all, that is recorded in our underlying data and noted above.

If the shortlist is already down to two, the head-to-head pages go further. Paperform vs Formstack works through the metered-versus-flat question in full, and Paperform vs HubSpot Forms covers the CRM-attached versus standalone decision.

Frequently Asked Questions

At 500 employees, which of these form builders can actually give everyone a login?

Only three without a bespoke contract. Paperform includes unlimited team members on every plan, with per-member, per-product access roles and 10 workspaces on Business ($124/month billed annually). Microsoft Forms covers everyone who already holds a Microsoft 365 licence. HubSpot Forms gives two users free, then charges per seat on every paid tier: $20 on Starter, $45 for each seat past the three bundled into Professional, $75 on Enterprise.

The rest cap seats by tier and expect you to call someone. Jotform is single-user on Starter, Bronze, Silver and Gold, so multi-department access means an Enterprise quote. FormAssembly allows 1, 3 and 5 standard users across Explorer, Team and Enterprise. Formstack gives 1 user on Forms and 3 on Suite. Typeform tops out at 5 users on Business and Growth Flow alike. SurveyMonkey Team plans start at three seats and Enterprise now states a five-seat floor.

What does SSO cost across these platforms?

Paperform is the only one here that publishes a price for it. SAML SSO and enforced 2FA come with the Business plan at $149/month, or $124/month billed annually, alongside the Business API and admin roles. Everywhere else SSO sits behind a sales conversation: Jotform Enterprise, Formstack Enterprise, FormAssembly Atlas Enterprise, Typeform Enterprise and SurveyMonkey Enterprise are all custom-quoted, and HubSpot puts SAML SSO in Marketing Hub Enterprise at $3,600/month plus a required $7,000 onboarding fee. Microsoft Forms inherits Entra ID sign-in from the tenant, which is the one genuinely free answer.

For a large business, that difference is mostly a procurement timeline. An identity requirement you can satisfy with a credit card is weeks faster than one that needs a quote, a security review and a redline cycle.

Is FormAssembly worth the procurement overhead for a large business?

If your intake touches protected health information, card data at PCI DSS Level 1, student records under FERPA, or a federal agency, yes. FormAssembly is the only platform in this ranking with FedRAMP High authorization available, and it carries HIPAA with a BAA on Atlas Enterprise, ISO 27001, 21 CFR Part 11 and TX-RAMP. Southwest Airlines, CVS Health and Harvard University are named customers. Nothing else here matches that column.

If your intake does not touch any of it, the overhead buys you very little. As of September 2026 FormAssembly publishes no price on any of its four tiers, seats are capped at 1, 3 and 5, and integrations — Salesforce included — are sold as add-ons on top of whatever number the quote lands on. You are paying enterprise procurement cost for a Salesforce data-capture layer.

Our marketing team wants HubSpot Forms and operations wants something else. Who is right?

Both, for different jobs. HubSpot Forms writes straight into the CRM record with no mapping, supports progressive profiling and smart fields, and if HubSpot is your system of record that write-back is hard to beat. Use it for lead capture.

It is a thin instrument for anything else. The form builder offers roughly 15 CRM-bound field types, no calculation fields, no appointment booking and no eSignature, and the tier where forms become capable is Marketing Hub Professional at $890/month, or $800/month on an annual commitment, plus $3,000 of mandatory onboarding. Operations teams running quotes, approvals and contracts need a calculation engine and a signature step, which is a different product. Paperform connects to HubSpot rather than living inside it, so both teams can have what they need. Our HubSpot Forms alternatives guide covers the split in more detail.

How do we forecast a form builder budget three years out?

Model the meters, not the sticker. Take today's monthly submission volume, triple it, add the headcount you expect to onboard, and re-price every shortlisted vendor against those numbers. Formstack meters per builder user, per form, per submission on that form and per document delivered. Jotform meters submissions, forms, form views, storage, fields per form and signed documents. SurveyMonkey charges $0.15 for every response over an annual allowance. Typeform's response cap does not move between its $91 and $266 tiers.

Paperform's Pro and Business plans carry unlimited submissions and unlimited seats under a fair use policy, so those two lines are flat in the model. The honest caveat is that Stepper automation runs are metered in credits, 20,000/month on Pro and 100,000 on Business, with overflow priced at $10 per additional 10,000 on Pro and $25 per 30,000 on Business. A heavy automation programme should be budgeted on top.

Which of these vendors is the safest five-year bet for a large organisation?

Ownership tells you most of it. Jotform has been bootstrapped since 2006 and reported $144.9M in 2024 revenue. Microsoft is Microsoft. HubSpot is public and profitable. Paperform is ten years old, bootstrapped and profitable, holds SOC 2 Type II, and has shipped two additional products (Papersign and Stepper) into the same subscription rather than spinning them out as paid add-ons.

The ones worth a closer read are the ones that changed hands or changed shape. SurveyMonkey is owned by private equity firm STG and withdrew its only month-to-month paid plan in September 2026. Formstack sits under Intellistack, which has launched a separate CLM product line that competes for roadmap attention. FormAssembly removed published pricing entirely this year. Typeform is Series C funded and still pricing for growth.

Where does Paperform genuinely lose for a large business?

Three places, and they are not small. It is not HIPAA compliant and signs no Business Associate Agreements, so any workflow touching protected health information is out; FormAssembly, Formstack or Jotform Gold should take that traffic instead. It holds no ISO 27001 certificate, which some European and APAC procurement teams treat as a gate rather than a preference. And its review footprint is roughly 498 reviews across G2, Capterra, GetApp and Trustpilot, against SurveyMonkey's 23,000-plus, so a risk-averse committee will find less peer evidence to lean on.

What it does not lose on is the bill. The average rating across those 498 reviews is 4.8, support is consistently the highest-scoring dimension, and the price of adding your 400th user is zero.

Updates

We re-audit the form builders we compare on a regular cadence and log every change here — a public record of what changed and when.

  • Updated September 22, 2026 — Full rebuild against a live pricing re-audit of all eight platforms. Added FormAssembly at #2 on the strength of its FedRAMP High, PCI DSS Level 1 and HIPAA coverage, and removed Cognito Forms from the set. Paperform's plan lineup updated: Pro is $59/month ($49 annual) and Business $149/month ($124 annual) with SSO, both with unlimited submissions and seats. Reweighted the methodology around seat economics and governance, and recorded FormAssembly's removal of published pricing, SurveyMonkey's move to annual-only paid plans and HubSpot's Credits model.
